Gilbert, Dire( '-or of Public Works DATE: September 11, 1991 (Coun(il Meeting 9- 18 -91) SUBJECT: Consider Approving the Addition of One More Crossing Guard OVERVIEW This requests consideration of tie addition of an eighth crossing guard position on an int.ei m bases DISCUSSION A. Budget Matters The budget prepared and approved for Fiscal Year 1991/92 anticipated the opening of the :-iew Arroyo Wesr. Elementary School. That budget included '--he addition of a seventh Crossing Guard to be located at that school. This budget decision was made in light of several troubling fiscal developments. First, the revenue source for this program -- Vehicle Fines and Forfeitures - was cut by the State of California, by fifty per cent (goo). Second, fringe benefit costs for part -time employees increased twelve per cent (12 %). This was due to a new regulation requiring the payment of retirement benefits for part -time employees, and a decision by the City Council to absorb both the employee and the employers share of these additional costs. In spite of the fact that program unit costs were going up and program revenue sources were going down, the City Council approved the funding of one additional Crossing Guard to meet the perceived need posed by the opening of t:he new School. Crossing at Tierra Rejada & Mt, _rrail Just before the commencement of the new school year, Staff was made aware of the fact that a significant number of students living north of Tierra Rejada Road would not be transported to the new Arroyo West School by bus. The School District planned to require a :_arge number of students living in this area to walk to the new Arroyb West Elementary School. This walk would require those student to cross Tierra Rejada Road at Mountain Trail Street. This District Policy -- designed to save busing costs - would have the net affect of requiring an additional Crossing Guard at Tierra Rejada Road and Mountain Trai c3treet. City Staff met with Distric_ Staff to discuss the full implications of their policy decision. The City requested that the District reconsider their position and provide busing to the students affected. Our request was denied. Students would be required tc cross Tierra Rejada Road at Mountain Trail Street. In light of this action by the District, it was determined that the one additional Crossing Guard authorized by this year's budget would have to be deployed at this intersection Therefore, no City Crossing Guard was available to be pla� ec at the School Crosswalk in front of the new School. C. Poindexter Post As a separate but related matter, the Crossing Guard post at the intersection of Poindexter Avenue and Moorpark Avenue is being reevaluated. There have been two recent changes that have dramatically altered school crossing characteristics at this intersection. The first is that a traffic signal (equipped with pedestrian crossing capability) was recently installed. The second is that the only students now using this crosswalk are the sixth seventh and eighth graders attending Chaparral School. Elementary school -aged children residing west of Moorpark Avenue are now bused to a school other than Flory Elementary School. The evaluation of this Crosswalk is ongoing.
