SUBJECT: Resolution 91-`c( Approving the Submittal of Fiscal
Year 1992/93 Transit Capital Improvement Application
Requesting Funds for Design and Construction of the
Moorpark Intercity/Commuter Rail Station
Background
On June 5, 1990, California voters approved transportation funding
measures which provided significant increases to rail capital
funding. One of the grant programs that was established as a
result of these transportation measures was the Transit Capital
Improvement (TCI) program. The Department of Transportation is
currently soliciting formal project applications for fiscal year
1992/93 TCI program.
The City will be applying for TCI Funds under the category of
"Intercity Rail" on the advice of VCTC. Intercity Rail projects
include AMTRAK station facilities and do not require matching
funds. The City is currently working with Supervisor Vicki Howard
and VCTC to receive written approval from AMTRAK for a permanent
Moorpark stop.
AMTRAK and Commuter Rail have the same facility requirements. If
approved, the TCI Funds would be used to design and construct
Moorpark's Intercity/Commuter Rail Station. Recent estimates
provided by the Los Angeles County Transportation Commission
indicate that it will cost $897,440 to develop a rail station in
Moorpark. This cost figure includes design and construction of a
center platform, parking lot and shelters. The City will be
requesting $697,440 in TCI funds. The remaining $200,000 is
proposed to be funded by the City's Transportation System
Management Fund which will qualify as a funding match. Although a

match is not required, CalTrans has indicated that projects which
include matching funds receive priority.
The TCI application has been reviewed and approved by the
Transportation Committee.
The attached Resolution states the City's intent to develop a
Commuter Rail Station and its ability to provide a funding match of
$200,000.
Recommendation
Staff recommends adoption of Resolution 91 approving the
submittal of FY 1992/93 Transit Capital Improvement application
requesting funds for the design and construction of the Moorpark
Intercity/Commuter Rail Station.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, DIRECTING THE FILING OF A
APPLICATION FOR FISCAL YEAR 1992 /93 TRANSPORTATION
CAPITAL IMPROVEMENT :FUNDS
WHEREAS, the voters of the state of California have approved
the issuance of State bonds to fund mass transit and rail projects,
WHEREAS, the California :State Department of Transportation
(Caltrans) is soliciting formal rail project applications for
Fiscal Year 1992/93 Transit Capitol Improvement Funds,
WHEREAS, the City intends, t) work with AMTRAK and with the
Southern California Regional ad] Authority to develop an
Intercity /Commuter Rail Station
NOW, THEREFORE, BE IT RESOLV} D BY THE CITY COUNCIL OF THE CITY
OF MOORPARK, as follows:
SECTION 1. The City Council directs the City Manager to
apply for Transportation Capital Improvement Funds in the amount of
$697,440.
SECTION 2. The City Coun( it demonstrates its commitment to
funding and developing an Intercity /Commuter Rail Station in the
City of Moorpark by declaring its intent to provide $200,000 to
fund the remaining design and con tructi.on costs.
