SUBJECT: REIMBURSEMENT TO CITY FOR CASE PROCESSING COSTS IN EXCESS
OF DEPOSIT FUNDS FOR CUSP 90 -2 (COPTIC CHURCH)
Background
At the September 18, 1991 City Council meeting, the City Council
took action to authorize the recordation of the Irrevocable Offer
of Dedication and authorize the Mayor to sign the Agreement for
Deferment of Public Street Improvement Work. At that time the City
Council requested that staff determine the City Attorney's costs
for preparing the Irrevocable Offer of Dedication and Agreement for
Deferment of Public Street Improvement Work and report back at the
next regularly scheduled City Coulnc l meet ".ng.
Discussion
The Coptic church is still operating under a Temporary Use Permit
as the applicant has not yet completed all of the "Prior to
Issuance of Zoning Clearance" conditions, such as paying the City
for outstanding processing costs. On August 27, 1991, the City
sent the church a letter requesting $2,465.00. The information
provided below list a summary of the deposits and costs for the
above captioned projects. Deposits _i.nclude those received for Case
Processing and Condition Compliance, This billing is for all case
processing including the cost of processing the Minor Modification,
and related Condition Compliance, but does not include City
Attorney charges for preparing the legal documents pursuant to
Condition Nos. 55 and 56, since t.hcc se charges have not yet been
posted.

Staff has contacted the accounting department of the City
Attorney's office regarding the cast of preparing the documents,
but have been unable to determine `.hese costs as of the writing of
this memorandum.
Recommendation
That the Council continue this matter until October 16, 1991 to
allow staff additional time in collecting final costs regarding the
Coptic Church processing.
