SUBJECT: Consider Presentations from Applicants for Moorpark Arts �s
Commission, Parks and Recreation Commission and Planning
Commission and Appointments to Moorpark Arts Commission, Parks
and Recreation Commission, and Planning Commission
BACKGROUND
At the City Council meeting on November 7, 2012, staff was directed to invite the
applicants for the Moorpark Arts Commission, Parks and Recreation Commission and
Planning Commission to attend either the December 19, 2012, regular meeting or the
January 16, 2013, regular meeting to make a brief presentation on qualifications and
interest in the appointment.
Letters were mailed and copies emailed on November 14, 2012, to all applicants inviting
attendance at these meetings and identifying a maximum presentation time period of
three (3) minutes. One additional recruitment for the Parks and Recreation Commission
ended on December 14, 2012; and two additional recruitments for the Moorpark Arts
Commission, ultimately ended on January 4, 2013. Applicants from these subsequent
recruitments have been scheduled to present on January 16. All applications were
provided to Council under separate cover.
The City Clerk will conduct a random drawing of the names of the applicants just prior to
the start of the meeting to determine the order in which they will speak.
DISCUSSION
Following is an alphabetical list of all of the Commission applicants including those who
gave their presentations on December 19. The names preceded by an asterisk (*) have
indicated they will be attending the January 16, 2013 meeting to give their
presentations.

The City Council's current Policies Resolution No. 2012-3091 sets forth the Council
policies for citizen appointments to boards, commissions, and committees. The Council
policies have been followed for the posting and publication of notice of the vacancies.
The Council's resolution states that the procedure for appointments shall be as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.

C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
STAFF RECOMMENDATION
Based upon presentations from the December 19, 2012 and January 16, 2013
meetings, appoint five (5) Commissioners each, to serve on the Moorpark Arts
Commission, Parks and Recreation Commission, and Planning Commission for two-
year terms expiring in December 2014.
