PUBLIC COMMENT: All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The agenda packet for all regular City Council meetings is also available on the City's website at www.ci.moorpark.ca.us. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item.Speakers who wish to address the Council concerning a Public Hearing or Presentations/Action/Discussion item must do so during the Public Hearing or Presentations/Action/ Discussion portion of the Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting; for a Presentation/Action/Discussion item, prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item;and fora Public Hearing item,prior to the opening of each Public Hearing,or beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. Consider Resolution for Conditional Use Permit No. 2012-03 to Allow an Outdoor Recreational Vehicle Storage Facility at 4875 Spring Road on the Application of Banny Anderson (for Moorpark RV and Storage. Staff Recommendation: 1) Continue to accept public testimony and close the public hearing; and 2) Adopt Resolution No. 2013- , conditionally approving Conditional Use Permit No. 2012-03. (Staff: David Bobardt) 9. PRESENTATION/ACTION/DISCUSSION: A. Consider Policy for Review of Appealed Parking Citations. Staff Recommendation: Approve a new City Council Policy 7.9, Review of Appealed Parking Citations, and direct that the new policy be incorporated into the City Council Policies Resolution at the time of the next update, subject to final language approval by the City Manager and City Attorney for the Administrative Hearing Parking Citation Phone Declaration form. (Staff: Dave Klotzle) B. Consider Hiring a Consultant to Provide a Citizen Opinion Survey. Staff Recommendation: Direct staff to obtain proposals from qualified consulting firms to conduct a voter opinion survey. (Staff: Ron Ahlers) 10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED) A. Consider Minutes of Special Joint City Council/Arts Commission Meeting of April 11, 2012. Staff Recommendation: Approve the minutes. B. Consider Minutes of Regular City Council/Successor Agency Meeting Minutes of December 19, 2012. Staff Recommendation: Approve the minutes. C. Consider Minutes of Regular City Council/Successor Agency Meeting Minutes of January 16, 2013. Staff Recommendation: Approve the minutes. Staff Recommendation: Approve the NPDES Annual Report and direct staff to submit it to the California Water Resources Control Board. (Staff: John Brand) F. Consider Annual Financial Statements and Other Audit Reports for Fiscal Year Ended June 30, 2012. Staff Recommendation: Accept the Comprehensive Annual Financial Report (CAFR), Report on Internal Control Over Financial Reporting and on Compliance and Other Matters Based on an Audit of Financial Statements Performed in Accordance with Government Auditing Standards, Independent Accountant's Report on Agreed-Upon Procedures Applied to Appropriations Limit Worksheets, and the Independent Auditor's memo regarding audit process; and receive and file this report. Consider Agreement with Calleguas Municipal Water District for Protection Relocation, and Easement for Water Facilities for the Wideninq of Los Angeles Avenue Between Maureen Lane and Leta Yancy Road (Project 8058).
