Services Relating to Essex Apartments Traffic Analysis Update and
Consider Resolution Amending Fiscal Year 2012/13 Operating and
Capital Improvement Budget
BACKGROUND/DISCUSSION
Traffic engineering and traffic analysis review services for the City of Moorpark (City)
are currently provided by KOA Corporation. Staff has determined that a traffic analysis
update is needed for the Essex 200-unit apartment project, Residential Planned
Development (RPD) Permit Application No. 2012-02. The project was originally
approved in 2006 with a Mitigated Negative Declaration, using a traffic study prepared
by Austin Foust and Associates in April 2005. Many of the assumptions in terms of
traffic improvements and cumulative projects need to be updated. KOA Corporation
has submitted a proposed scope of work, Exhibit A of Attachment 1, to update the 2005
traffic study. A deposit has been collected from the developer to cover the estimated
$31,740.00 cost of the study, plus a 15% City administrative fee of$4,761.00, for a total
of$36,501.00.
FISCAL IMPACT
All costs to provide traffic analysis services including the 15% City administration fee
would be offset by developer deposits collected by the City.
STAFF RECOMMENDATION (ROLL CALL VOTE)
1. Authorize the City Manager to execute Amendment No. 5 to the agreement with
KOA Corporation, subject to final language approval of the City Manager.

RECITALS
A. The City of Moorpark ("City") and KOA Corporation ("Consultant'), entered into
an Agreement on August 20, 2008, setting forth the terms, conditions and scope
of work for certain services to be provided to City by Consultant.
B. City and Consultant find it necessary to amend that Agreement to authorize
certain additional work as described herein.
NOW, THEREFORE, in consideration of the mutual covenants, benefits and
premises herein stated, the parties hereto agree to AMEND the aforesaid Agreement as
follows:
I. Section 2, Services, is amended by adding the following:
Completion of the Essex (RPD No. 2012-02) Traffic Study Update as
identified in Exhibit A as attached.
II. Section 5, Payment, is amended by including the following:
Compensation for the Essex (RPD No. 2012-02) Traffic Study Update as
identified in Exhibit A as attached is a Lump-Sum Fee of$31,740.00.

III. Remaining Provisions:
Except as revised by this Amendment No. 5, all of the provisions of the
Agreement shall remain in full force and effect.

ESSEX APARTMENTS TRAFFIC ANALYSIS UPDATE
SCOPE OF WORK
PROJECT UNDERSTANDING
A traffic impact analysis was conducted for the Essex Apartment project located on the south side of Casey Road
west of Walnut Canyon Road in the City of Moorpark. The traffic study was prepared by Austin Foust and
Associates in April 2005, and a Mitigated Negative Declaration was adopted by the City on July 18, 2007 for the
original entitlement approval for a 200-unit apartment complex. However, the project has not been constructed.
At this time,the applicant would like to move forward with construction of this project.
There have been comments raised regarding whether the traffic mitigations that were recommended in the April
2005 traffic study are still adequate due to traffic counts from that study being eight years old. In addition, there
are cumulative projects that are currently being planned or have been approved since 2005 that were not
included in that traffic study.
The City is requesting KOA to verify the recommended mitigation measures in the 2005 traffic study are still
valid.
SCOPE OF WORK
KOA proposes to conduct a traffic impact analysis update of the April 2005 traffic study in order to identify if
there are any impacts associated with the Essex Apartment project. The traffic study update will be based on new
traffic counts and an updated cumulative projects list. We will analyze future "Project Opening Year" as well as
year 2030 conditions,which will be consistent with other recent traffic impact studies conducted by KOA for the
City.
KOA has reviewed the traffic counts that are available from other recent traffic studies. These counts are from
2011 or before. The use of these older counts is not recommended. We propose to collect new counts at the
study intersections in order to reflect 2013 traffic conditions.
The traffic study update will be documented in a technical memorandum rather than in a full traffic study report.
The study assumptions (e.g.future roadway improvements, ambient growth) will also be consistent with the Hitch
Ranch Specific Plan, Civic Center and Pacific Communities traffic studies, where applicable. We will verify our
study assumptions with City staff prior to conducting the traffic impact analysis update.
Task I: Existing Conditions
Current traffic conditions will be analyzed and documented for the 13 existing study intersections listed below.
(The six remaining study intersections from the April 2005 traffic study are future intersections and would be
analyzed under future conditions.)

The existing conditions analysis will include conducting manual traffic counts during the weekday morning (7 AM
.to 9 AM) and afternoon (4 PM to 6 PM) peak periods. AM and PM peak hour level of service analysis will be
conducted using the ICU methodology for the signalized intersections and the HCM methodology for the non-
signalized intersections. KOA will identify those locations that are currently operating at unacceptable levels of
service.
Task 2: Future Base Conditions
KOA will analyze traffic conditions at the study intersections for the following future scenarios:
• Future"Opening Year"Without Project(short-term scenario)
• Future Year 2030 Without Project,With Partial Extension of N. Hills Parkway(long-term scenario)
• Future Year 2030 Without Project,With Full Extension of SR-1 18 and SR-23 (long-term scenario)
Traffic conditions will be analyzed and documented for 19 study intersections (13 existing intersections listed in
Task I and 6 future intersections listed below).

An ambient growth rate will be applied to the existing traffic counts to account for an increase in area-wide
traffic. The ambient growth rate will be based on the VCTM traffic growth projections, which is consistent with

the Hitch Ranch Specific Plan traffic study. In addition, KOA will compile a current list of cumulative projects.
Traffic growth from these cumulative projects will be assigned to the study roadway system.
Future roadway improvements such as the extension of the SR-118 and SR-23 bypasses and other planned and/or
funded improvements would be assumed for the future base scenarios, where applicable. The future roadway
improvements that were assumed from the Hitch Ranch Specific Plan traffic study will be used. Any additional
roadway improvements based on input from the City will also be included in the analysis. Traffic shifts due to the
extension of the two bypasses will be reflected in the analysis.
Task 3: Future With Project Conditions
KOA will analyze project-related traffic impacts at the 19 study intersections for the following scenarios:
• Existing Plus Project
• Future"Opening Year"With Project(short-term scenario)
• Future Year 2030 With Project,With Partial Extension of N. Hills Parkway(long-term scenario)
• Future Year 2030 With Project,With Full Extension of SR-118 and SR-23 (long-term scenario)
The following elements will be included:
• Determine the number and the distribution of new trips generated by the proposed project, and
assign them to the street system. The trip generation will be based on the ITE Trip Generation, 9w
Edition. All trip generation assumptions will be reviewed and approved by City staff prior to the start
of traffic analysis work.
• Determine and map vehicle circulation on nearby streets in terms of site access for the proposed
project.
• Compare and analyze current and future peak hour volumes.
• Determine the impacts from cumulative projects
Utilizing the results of the future traffic forecasts and City's guidelines for determining significant impacts, KOA
will identify those locations that are projected to be potentially impacted by the proposed project. The '
assessment includes trip generation and potential intersection/roadway impacts associated with the project.
Task 4: Mitigation Measures
In the event significant impacts are identified, KOA will work closely with City staff to develop feasible mitigation
measures: We will review the recommended mitigation measures from the April 2005 traffic study and
determine if those measures would be adequate to reduce impacts to less-than-significant levels. Additional
mitigation measures will be recommended, if required. The development of mitigation measures will also take
into account the following:
■ Reprogramming exiting traffic signals
■ Reconfiguration of existing traffic controls

■ Reconfiguration of intersections
• Most workable vehicle access movement solutions
■ Internal and external vehicle queuing solutions
Task 5: Documentation and Meetings
KOA will prepare a draft traffic study memorandum incorporating data, analysis, and conclusions from all above
tasks, and submit to the City for review. An electronic copy and four (4) hard copies of the draft study will be
provided to the City. Based on comments received, KOA will revise the draft memorandum to produce the final
traffic study version. The submittal includes an electronic copy and four(4) hard copies of the final traffic study.
The scope and associated fee also includes up to three meetings with City staff to discuss the study assumptions
and results.
FEE ESTIMATE
KOA will perform the work specified in the work scope above for the lump sum fee below.
The fee does not include the cost of preparing design mitigation drawings, if required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2012/13 BUDGET TO REVISE THE APPROPRIATION AND
BUDGET AMOUNTS FOR THE RETENTION OF CONSULTANT
FOR TRAFFIC ENGINEERING SERVICES [COMMUNITY
DEVELOPMENT FUND (FUND 2200)]
WHEREAS, on June 20, 2012, the City Council adopted the Operating and
Capital Improvement budget for Fiscal Year 2012/13; and
WHEREAS, a staff report has been presented to the City council requesting a
budget adjustment increasing appropriations by the amount of$31,740; and
WHEREAS, a staff report has been presented to the City council requesting a
budget adjustment increasing revenues by the amount of$36,501; and
WHEREAS, Exhibit "A" attached hereto and made a part hereof, describe said
budget amendments and their resultant impacts to the budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a budget amendment increasing appropriations by the amount
of$31,740 as more particularly described in Exhibit "A ", is hereby approved.
SECTION 2. That a budget amendment increasing revenues by the amount of
$36,501 as more particularly described in Exhibit "A ", is hereby approved.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
