SUBJECT: Consider Sending a City Council Letter in Support of Complete
Remediation for Halaco Superfund Site in Oxnard
BACKGROUND AND DISCUSSION
Karen R. Burnham, Interim City Manager of the City of Oxnard, is requesting that all
Ventura County Jurisdictions send a letter in support of complete remediation of the
Halaco Superfund site in Oxnard.
Attached is a sample support letter that would be sent to the Office of Superfund
Remediation and Technology Innovation in Washington DC. The Halaco Site in Oxnard
is the only designated Superfund Site in Ventura County and is located within the City of
Oxnard coastal wetlands area. While this is not a legislative item, the topic does fit
within the City of Moorpark legislative program under Section 4: Environment, C.
Support legislation that reduces or eliminates local government's owner/operator
Superfund liability.
FISCAL IMPACT
There is no fiscal impact.
STAFF RECOMMENDATION
Authorize the Mayor to sign a letter in support of complete remediation for Halaco
superfund site in Oxnard.

Re: Support of Complete Remediation for Halaco Superfund site in Oxnard, CA
Dear Mr. Woolford:
I write to you to express the support of the City Council of the City of Moorpark, Ventura
County California, for a complete remediation of the Halaco Superfund site located in Oxnard.
From its inland mountains and trails to its coastal resources, Ventura County possesses a
variety and abundance of natural environmental resources. While the Halaco site is located
within the City of Oxnard, the coastal wetlands in which it is situated are a community resource
that benefits all Ventura County residents, and all residents of California.
Halaco produced a large quantity of waste from its metal recovery process over its 40 years of
operation. An estimated 700,000 cubic yards of waste still remain onsite. Halaco ended
operations in 2004, and in 2007 the site was designated as a Superfund site by the
Environmental Protection Agency (EPA).
The coastal wetlands surrounding the Halaco site are one of the few remaining coastal
wetlands in California. They represent a regional treasure for Ventura County residents, and
are home to several endangered or threatened species, including the Snowy Plover and
California Least Tern.
We appreciate the efforts EPA has undertaken to this point and we fully support a complete
remediation of the Halaco site, which includes removal of the waste pile and restoration of the
site.
