Also attached (Attachment 2) is an excerpt from the approved minutes of that meeting showing the Council's comments. On February 5, 2013, the Arts Commission reviewed the goals and objectives related to "Arts in Moorpark." The Agenda Report and excerpt of annotated action are attached (Attachment 3). At the March 6, 2013 meeting, Council directed staff to schedule a joint meeting with the Moorpark Arts Commission for April 10, 2013, to obtain feedback on the Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2013/2014. In approving this document,the Council included a list of top ten (10) priorities, which consists of forty-five (45) of the one hundred twenty-two (122) identified objectives. All objectives are placed in one of three categories(0 to 2 years; 2 to 5 years; and 5+ years) based on their estimated time for completion. The completed document also indicates which objectives were Funded (F), Not Funded (NF), or only required Staff Effort (SE). A written status report on the various priorities and objectives is not included as part of this report. The City Council Quarterly Report provides a status on most of these items as well as other staff work efforts. Staff will respond to specific Council questions when this matter is considered. Since 2001, the Council has reviewed the objectives prior to preparation of the budget with the purpose of having more correlation between the Council approved objectives and City Manager proposed budget. It has been our practice to maintain a secondary list of objectives. In prior years, several items have been elevated from this list to approved objectives by the Council. On June 20, 2012, the Council approved 60 items to remain on a list of Potential Objectives. The Potential Objectives are attached to this report. Process amendments to City Zoning Ordinance including definitions, non- conforming uses, and overall internal consistency for presentation to the City Council by August 31, 2013. (CD) SE 6. Evaluate funding sources for undergrounding of utility lines throughout the City. (CE/PW) NF 7. Select location, design and construct a water spray attraction at one or more selected City Parks. CONSENSUS: It was the consensus of the Council to receive and file the report. 22 ATTACHMENT 3 CITY OF MOORPARK MOORPARK ARTS COMMISSION AGENDA REPORT TO: Moorpark Arts Commission FROM: Hugh Riley, Assistant City Manager DATE: January 24, 2013 (Special Meeting of February 5, 2013) SUBJECT: Future Priorities for Work Program for the Arts Commission BACKGROUND Chair Jean Amador and Commissioner Charles Blaugrund prepared a Public Art Survey, which was submitted to the City Council at the Annual Joint Meeting on April 11, 2012. This is a photographic survey of existing and potential public art locations in Moorpark. The report also contains examples of different types of public art in other communities. A copy of the Survey Report is attached. At the same Joint Meeting, the Commission and the City Council discussed a number of topics and issues for the future focus of the Commission including the following: 1) The Arts Commission's completion of Objective VI. 23, with Commissioner Blaugrund's presentation of the Public Art Survey; 2) Placement of the Public Art Survey on the City's website and Channel 10 under the Arts Commission category; 3) The Arts Commission's offer to assist staff in developing policies and program guidelines for use of art in public places by June 2012 in relationship to Objective VII. 2.; 4) The Arts Commission's commitment to perform investigative work to provide to staff with guidelines for fine and cultural arts expenditures to be included in an Arts Master Plan; 5) Incorporating art at entrances to the City; 23 Arts Commission February 5, 2013 Page 2 6) Goal to have the art selected for any given location reflect the community of Moorpark, as Mr. Fischer's artwork does at the Ruben Castro Human Services' Center; and 7) Placing documentation of the symbolism of the elements included in the Veterans' Memorial located on Spring Road, on the City's website and at the memorial site itself, as it was described in the staff report presented to Council during the approval process. CITY COUNCIL OBJECTIVES There are three objectives included in the City of Moorpark's Mission Statement, Priorities, Goals and Objectives for 2012-2013 that apply directly to the Arts Commission. They are: VI.A.21 By March 31, 2013, present a policy to the City Council that new facilities and buildings which are City funded include public art in the same manner as private projects. VII.A.2 Develop policies and program guidelines for use of Art in Public Places and Tree and Landscape fees by June 30, 2013. VII.A.8 Consider Items of public art for the Police Services Center, Arroyo Vista Recreation Center, High Street Post Office, and Train Station by December 31, 2013. DISCUSSION In addition to policy and program development, which will largely be staff driven, staff would like to recommend that the Commission consider beginning immediately to obtain proposals for public art to be placed at various public facilities. These include the Arroyo Vista Community Park and Recreation Center, the Police Services Center, the Post Office, and the Metrolink Station on High Street. Since the Arroyo Vista Park and Recreation Center and the Post Office offer the greatest public exposure, staff suggests these locations be given priority. The Commission may want to discuss seeking creative proposals for both facilities simultaneously. The remaining facilities can follow in 2014. Public art for the proposed new Civic Center, including a Library and City Hall, can be discussed when conceptual design gets underway later this year. Staff will take the necessary action to include the Public Art Survey on the City's website. Utilizing the experience gained from the Selection Process for the "We Are One Family" sculpture at the Ruben Castro Human Services Center and the 24 Arts Commission February 5, 2013 Page 3 selection process for Arroyo Vista, staff can work with the Commission to develop policies and program guidelines for the placement of art in public places and the expenditure of Art in Public Places funds. The development of an Arts Master Plan should be deferred to a future time. Staff believes that Moorpark may be too small a community to justify concentrated work on a Public Arts Master Plan. STAFF RECOMMENDATION Discuss priorities for the Commission's Work Program and direct staff to begin the process for the selection of public art piece(s) at the Arroyo Vista Community Park.
