Moe II, Redevelopment Manager 7� Date: May 2, 2013 (Meeting of 5/15/13) Subject: Consider Sidewalk Improvements on Condor Drive and Resolution Approving Revised Parking Restrictions on Condor Drive Allowing On Street Parking, and Rescind Resolution No. 95-1149 BACKGROUND & DISCUSSION On March 27, 2013, Mayor Parvin, City Staff, and representatives from the Moorpark Chamber of Commerce and Assemblyman Jeff Gorell's office, met with executives from PennyMac to discuss concerns they are facing. Two of the concerns that the City is able to address are additional parking and pedestrian safety on Condor Drive. PennyMac is rapidly growing its Moorpark campus. They have recently expanded their operations across the street into a second building located at 5898 Condor Drive and are considering the need for additional space in the future. The parking needs associated with PennyMac's operations exceed the capacity of the existing off street parking lots forcing people to park their cars in unconventional parking stalls. Parking is not currently permitted on Condor Drive. The parking restriction was originally implemented at the request of the business park's developer and its then major tenant, Litton Industries. However, in the past, the City has allowed on street parking on one side of the street on a short term and temporary basis. Staff would like to point out that allowing parking on one side of the street alone will not solve PennyMac's parking issue, but will help to relieve some of the parking demand. Staff visited with all of the businesses (including the Community High School) on Condor Drive to receive their comment on allowing parking on one side of Condor Drive. The other businesses did not object to allowing on street parking, so long as it does not interfere with delivery trucks turning into their property. Staff is supportive of allowing parking on one side of Condor Drive adjacent to 6101 Condor Drive (see attached). As with other industrial areas, staff proposes a parking prohibition between 10:00 p.m. and 5:00 a.m. 402 Honorable City Council May 15, 2013 Page 2 of 2 The other concern PennyMac has is pedestrian safety. City staff was told that approximately 250 pedestrian trips are conducted between the two PennyMac locations. The employees walking between the two locations cannot be seen by vehicles traveling east bound on Condor Drive until the vehicles crest the hill. Condor Drive does not have sidewalks near PennyMac's locations. Therefore, employees of PennyMac are walking in the driveways and in the street. Staff is also supportive of installing a sidewalk on one side of Condor Drive as it would enhance pedestrian safety and is in line with the City's desire to have sidewalks in all business parks in the City to support active living and pedestrian safety. Staff is seeking direction from the City Council to explore the possibilities of installing sidewalks along Condor Drive in the general area of PennyMac. Staff is estimating the cost to design and construct the sidewalk improvements is $265,000.00. There are not sufficient street related funds for this type of project. The Traffic Systems Management (TSM) Fund (2201) could be utilized to fund all or a portion of the improvements. FINANCIAL IMPACT The cost for the installation of the new parking signs and painting curbs is approximately $3,000.00. There are sufficient funds in the current budget to fund this work. The Traffic Systems Management (TSM) Fund (2201) has a current fund balance of $5,650,751.00 and could be utilized to fund sidewalk improvements. STAFF RECOMMENDATION 1. Rescind Resolution No. 95-1149 and adopt Resolution No. 2013 - allowing on street parking on one side of Condor Drive with no overnight parking as described in said Resolution. 2. Direct staff to return to City Council with a recommendation on sidewalk installation on Condor Drive and other potential industrial streets. Attachment: Resolution No. 2013 - 403 ATTACHMENT RESOLUTION NO. 2013 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 95-1149, PERTAINING TO PARKING RESTRICTIONS ON CONDRO DRIVE AND REENACTING REVISED PARKING RESTRICTS ON SAID STREET WHEREAS, pursuant to the provisions of Section 22507 of the California Vehicle Code, the City Council adopted Resolution No. 85-244 prohibiting parking on Condor Drive; and WHEREAS, in order to accommodate the parking needs of local business during certain on-site construction activities, the City Council adopted Resolution No. 95-1115 to allow for the parking of vehicles on Condor Drive during said construction period; and WHEREAS, the City Council rescinded Resolution Nos. 85-244 and 95-1115, and adopted Resolution No. 95-1149 reestablished no stopping and no parking restrictions on Condor Drive; and WHEREAS, in order to accommodate the parking needs of PennyMac, the City Council desires to allow on street parking on certain portions of Condor Drive during business hours, and WHEREAS, the most effective way in which to accomplish this objective is rescinding Resolution No. 95-1149 and reenact the appropriate parking restrictions for Condor Drive. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That Resolution No. 95-1115 is hereby rescinded. SECTION 2. That "No Stopping Anytime" zones are hereby established as shown on Exhibit A and described as follows: Location Description A On the north side of Condor Drive from Princeton Avenue easterly to a point approximately one hundred feet (100) east of Princeton Avenue and on the south side of Condor Drive from Princeton Avenue easterly to a point approximately two hundred and twenty feet (220') east of Princeton Avenue. 404 Resolution No. 2013 — Page 2 B On the north side of Condor Drive from Princeton Avenue easterly to a point approximately two hundred and twenty feet (220') east of Princeton Avenue. SECTION 3. That a "No Parking Anytime" zone is established on Condor Drive as shown on Exhibit A. SECTION 4. That a "No Parking From 10:00 p.m. to 5:00 a.m." zone is established on Condor Drive as shown on Exhibit A. SECTION 5. The City Manager is hereby directed to provide for the placement of signs or markings giving notice of the revised parking restrictions and to rescind Resolution No. 95-1149 provided for herein. SECTION 6. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
