CALL TO ORDER: Mayor Parvin called the City Council meeting to order at 6:22 p.m. Vice Chair Schwabauer called the Arts Commission meeting to order at 6:22 p.m. 2. THE PLEDGE OF ALLEGIANCE: Parks and Recreation Commissioner, Robert Babcock led the Pledge of Allegiance. 3. ROLL CALL: City Council: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Arts Commissioners: Commissioners Amador, Eastwood, Hoberg, and Vice Chair Schwabauer. Absent: Chair Blaugrund. Staff Present: Steven Kueny, City Manager; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Deputy City Manager; and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Status Report on Mission Statement Priorities, Goals and Objectives for Fiscal Year 2012/2013 and Direction for Fiscal Year 2013/2014. Staff Recommendation: Direct staff as deemed appropriate. Mr. Kueny deferred giving a staff report and stated staff is available to respond to Council and Commission questions. 277 Minutes of the City Council and Arts Commission Moorpark California Page 2 April 10, 2013 There were no speakers. A discussion followed among the Councilmembers, Commissioners, and staff which focused on: 1) The Arts Commission's upcoming work on a Request for Qualification for public art projects to be located at Arroyo Vista Recreation Center; 2) Consideration of an interactive water feature at Arroyo Vista Community Park; 3) Additional replay of the video of the Arts Commission meetings to encourage the public input on art for the Arroyo Vista Recreation Center; 4) Possibility of scheduling an Arts Commission meeting to tour the Arroyo Vista Recreation Center; 5) Anticipation of artistic presence on High Street once the state determines ownership of the City's properties; 6) Possibly moving Potential Objective No. 60 for the evaluation for the need of a mural ordinance to the Goals and Objectives list; 7) Potential for reducing juvenile crime such as graffiti by involving teens in art mural projects or possibly the future wooden wall ball court; 8) Arts Commissioners attending Parks and Recreation Commission meetings to provide input on shared objective; 9) Possible agenda item for discussion by the Arts Commission of the formation of a group to promote the Arts Festival; and 10) Continuing the practice of using the Art in Public Places budget for actual art in the community. 6. ADJOURNMENT: Mayor Parvin adjourned the City Council meeting and Vice Chair Schwabauer adjourned the Arts Commission meeting at 7:04 p.m. Janice S.
