SUBJECT: Consider Resolution Authorizing the City's Fiscal Year 2013/14
Transportation Development Act Claim for Bicycle and/or Pedestrian
Article 3 Purposes
BACKGROUND
On February 22, 2013, the City applied for $30,000 in Transportation Development Act
(TDA) Article 3 Bicycle/Pedestrian Project Funds. The funding will be used to study
options available for establishing bicycle and pedestrian connectivity from Villa del Arroyo
Mobile Home Park(Villa del Arroyo)to Collins Drive, north of the 118 freeway(which would
be north of the freeway bridge). The Ventura Countywide Bicycle Master Plan includes the
goal of establishing a Class II bikeway (defined as a "bike lane" marked by a striped and
stenciled lane for one-way travel on a street or highway) between Collins Drive and Villa
del Arroyo. This is a distance of approximately one mile. In addition to identifying options
for a sidewalk and a bike lane to Villa del Arroyo the study would explore options for
continuing the bicycle and pedestrian improvements to the Simi Valley city limit line an
additional one-half mile. Although the Bicycle Master Plan discusses a Class II bikeway,
the proposed study would explore additional options such as a dedicated Class I bikeway
as well as sidewalk or other pedestrian improvement options. A resolution authorizing the
City's claim must be submitted to the Ventura County Transportation Committee (VCTC)
before funds can be allocated. Resolutions are due before June 30, 2013.
DISCUSSION
Pursuant to California PUC Section 99233.3, a portion of the available TDA Local
Transportation Funds each year must be used for planning, maintaining, and constructing
facilities for the exclusive use of pedestrians and bicyclists. In FY 2013/14, VCTC expects
about $540,940 to be available on a competitive basis to the cities and County for local
bicycle or pedestrian projects. Applicants are strongly encouraged to provide a 50/50

match with local and/or other grant funds to augment the Article 3 funds being requested.
The City applied for $30,000 for the Arroyo Drive study with no local match. The
applications were reviewed and ranked by the Citizen's Transportation Advisory
Committee/Social Services Transportation Advisory Council (CTAC/SSTAC). On May 14,
2013, each CTAC/SSTAC member casted his or her ranking for each application. A total
of $580,000 in funding requests from Ventura County agencies was received by CTAC.
The total amount of funding available was less than the total amount of funding requested.
Based upon CTAC/SSTAC's ranking, Moorpark received full funding of the $30,000
application.
FISCAL IMPACT
The City is expected to receive $30,000 in TDA Article 3 funding in FY 2013/14. The Draft
FY 2013/14 Budget includes the $30,000 revenue in TDA Article 3 Fund (2602).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM
WITH THE VENTURA COUNTY TRANSPORTATION COMMISSION
FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT
FUNDS FOR BICYCLE AND/OR PEDESTRIAN ARTICLE 3 PURPOSES
FOR FISCAL YEAR 2013-2014
WHEREAS, the State Transportation Development Act (TDA), as amended
(Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from
the Local Transportation Fund (LTF) for use by eligible claimants for various
transportation purposes; and
WHEREAS, the TDA was specifically amended in 1973 to include funding under
PUC Section 99234 for planning of and/or projects for the exclusive use by bicyclists
and/or pedestrians; and
WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to
the applicable rules and regulations hereunder (Cal. Code of Regulations Sections 6600
et seq.), a prospective claimant wishing to receive an allocation from the LTF shall file
its claim with the Ventura County Transportation Commission (VCTC).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and or his designee is authorized to execute
and file an appropriate claim pursuant to the applicable rules and regulations
promulgated hereunder, together with all necessary supporting documents, with the
VCTC for an allocation of LTF Article 3 funds in FY 2013/14.
SECTION 2. That the City's authorized claim includes $30,000 under TDA Article
3 for local bicyclist and/or pedestrian project expenditures.
SECTION 3. That the City Clerk is directed to transmit a copy of this resolution to
VCTC.
SECTION 4. That the City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

RESPONSES TO EVALUATION CRITERIA FOR SB 821 SUBMITTAL
FY 2013-2014
EVALUATION CRITERIA
1. Matching Funds
The City of Moorpark is requesting $30,000 in TDA Article 3 funds to study
options available for establishing bicycle and pedestrian connectivity from Via del
Arroyo Mobile Home Park (Villa del Arroyo) to Collins Drive, north of the 118
freeway (which would be north of the freeway bridge). The Ventura Countywide
Bicycle Master Plan includes the goal of establishing a Class II bikeway (defined
as a "bike lane" marked by a striped and stenciled lane for one-way travel on a
street or highway) between Collins Drive and Villa del Arroyo. This is a distance
of approximately one mile. In addition to identifying options for a sidewalk and a
bike lane to Villa del Arroyo the study would explore options for continuing the
bicycle and pedestrian improvements to the Simi Valley city limit line (about
another one-half mile). Although the Bicycle Master Plan discusses a Class II
bikeway, the proposed study would explore additional options such as a
dedicated Class I bikeway as well as sidewalk or other pedestrian improvement
options.
Although at this time the City is unable to provide a direct dollar for dollar match,
the City estimates that dedicated staff time costs related to the project will be
approximately $3,000.00. It should be noted that the City has traditionally
provided a 50/50 match when applying for TDA Article3 grants.
Previous allocations from the VCTC have included $25,000 for a lighted
crosswalk in the downtown area (completed); $70,000 for the Lassen Avenue
Parkway (completed); $30,000 for countdown pedestrian signals (currently in
progress); $66,000 for a pedestrian sidewalk and bikeway at AVRC (currently in
progress); and $100,000 for pedestrian and bicycle connectivity to the Moorpark
Civic Center (currently in progress).
2. Safety
Bicycle and pedestrian improvements between Collins Drive, Villa del Arroyo,
and the Simi Valley city limit line would improve safety. Currently, no sidewalks
or bike lanes exist between the Simi Valley city limit line and Collins Drive (west
of Villa del Arroyo). This means that residents at Villa del Arroyo have no
dedicated pathway in or out of their facility unless they are driving, riding their
bike in traffic, or walking along the curb of the road. The Study would explore
safe alternatives that could be installed that would benefit not only the Villa del

Arroyo community, but also bicyclists traveling between Moorpark and Simi
Valley.
3. Project Readiness
This project will commence upon approval of the Fiscal Year 2013/14 budget and
is expected to be completed by June 2014.
Previous allocations have been mentioned in Item 1 above. Of the projects
completed, funds were used to the maximum.
4. Special Considerations
The proposed Study is the first step in providing improved bicycle and pedestrian
accessibility for not only the Villa del Arroyo community (which comprises
approximately 2.0% of all households in Moorpark, but the City overall. The
northeast section of Moorpark also has a greater benefit as it would have a safer
connection to the City of Simi Valley. Moorpark also plans on improving
connectivity of the northeast section of Moorpark to the rest of the City with its
planned improvements to Princeton Avenue (including widening Princeton
Avenue and constructing bicycle lanes and sidewalks).
The Study will aid the City as it continues its efforts to make Moorpark a
pedestrian friendly town. The safer that pedestrians feel, the more inclined they
will be to continue to walk and bike to their destinations rather than drive, which
in turn reduces pollution and improves the quality of life in Moorpark. Exhibit A
provides an aerial overview of the study area.
Other pedestrian friendly projects that Moorpark has recently begun or completed
include the Lassen Avenue Walkway/Bikeway, which connects the Moorpark
downtown area to local shopping centers. The City's FY 2009/10 project of
countdown pedestrian signals is also meant to improve pedestrian safety. The
City's FY 2010/11 and FY 2011/12 project will add a new sidewalk and bike lane
that will connect the City's Arroyo Vista Recreation Center and the Moorpark
High School to residential neighborhoods across the Arroyo Simi. The City's FY
2012/13 project will add sidewalks, ADA ramps, bike racks, a bus turnout, and
bus stop shelter at the Moorpark Civic Center.
5. Maintenance of Facility
The proposed Study will not require any maintenance directly; however, once
construction occurs as a result of the Study the City stands ready to provide
maintenance.

6. Connectivity
The Study will explore options for providing connectivity to the following areas in
Moorpark.
• Villa del Arroyo Mobile Home Park
• Moorpark College
• City of Simi Valley
• Northeast section of Moorpark
In providing more pedestrian accessibility such as sidewalks and bike lanes, the
City encourages multi modal transportation alternatives to automotive
transportation.
7. Involvement of Other Agencies
There is no direct involvement or role, but agencies that would benefit from the
new bike lanes and sidewalks (once constructed) include:
• The City of Simi Valley
• Moorpark College
The City of Moorpark is in the process of working with the City of Simi Valley to
explore their proposed plans of connecting their sidewalks and bike lanes to
Moorpark.
8. Traffic Generators
The Study will include a description of potential beneficiaries of the proposed
improvements. Potential traffic generators are expected to be students/teachers
from Moorpark College who chose to ride their bikes between Moorpark College
and their homes in Simi Valley and/or Villa del Arroyo. Villa del Arroyo itself is
expected to generate traffic as residents use the sidewalks and bike lanes to
travel into both Moorpark and Simi Valley. Other general cyclists may be
encouraged to continue traveling between Simi Valley and Moorpark once the
bike lanes are completed.
9. Expected Utilization Rate
The utilization rate for the bicyclist and pedestrian improvements made as a
result of the Study is expected to be high. The goal of the study is to determine
the best scenario of bicycle and pedestrian improvements that can be
constructed to connect Moorpark to Simi Valley. Not only will the Villa del Arroyo
community be able to use the improvements in their travels between Moorpark

and Simi Valley, but other Moorpark and Simi Valley residents will be able to use
the improvements as they explore the benefits of leaving the car behind and
attempting other modes of transportation.
10. Multi-modal Interface
The project will encourage the use of pedestrian and bicyclist access to Villa del
Arroyo, Moorpark College, and Simi Valley. Residents can bike or walk to their
destinations or access the public transit system.
