SUBJECT: Consider the Report of the 2012-13 Grand Jury "Ventura County
Library"
DISCUSSION
The City of Moorpark has been provided with the 2012-13 Grand Jury report regarding the
Ventura County Library and the Grand Jury requires a response in writing to the Findings
and Recommendations contained within the report. The report appears to have errors with
requested responses. The City Council of the City of Moorpark has determined, based on
the report, that the responses should be to FA-03-05 and FA-08-10 not FI-03-05 and FA-
08-10. There are only Findings 01-07 identified in the report whereas there are Facts 01-
10 identified in the report.
The City of Moorpark has been requested to respond to the following items:
FA-03. Cities that have opted out of the VCLS state that their decision was correct for
their community and that they are providing more efficient operation and service at
less cost.
City Council Response: The City of Moorpark agrees that the statements made in FA-
03 are accurate.
FA-04. The above statement is based on the claims of employees and management of
independent libraries and do not reflect statistical data. The Grand Jury did not
receive any statistical data to the contrary.
City Council Response: The City of Moorpark can neither agree nor disagree with the
above statement.
FA-05. As observed by the Grand Jury, employees in both library settings appear to be
equally satisfied, dedicated and service oriented.

City Council Response: The City of Moorpark can only respond based on our opinion
that staff at the Moorpark City Library are satisfied, dedicated, and service
oriented employees.
FA-08. It was found in statistical materials presented by the VCLS, when the Camarillo
and Moorpark libraries withdrew from the County system, they represented a
greater number of employees that served approximately seven times the number
of citizens as the average remaining VCLS library. When Simi Valley withdraws
from the VCLS later in 2013, its numbers are also greater than the average VCLS
remaining libraries.
City Council Response: The City of Moorpark can neither agree nor disagree with the
data presented in FA-08.
FA-09. Municipalities claim that contract administration provides greater efficiency, more
services, longer hours at less cost than county administration, according to an
article entitled, "Annual Report 2010: Local Government Privatization," published
by the Reason Foundation.
City Council Response: The City of Moorpark agrees with the claims made in FA-09.
FA-10. Independent Libraries were found to offer programs that are designed to
encourage the public to observe, experience and explore the library, such as
professional interest and entertainment presentations.
City Council Response: The City of Moorpark agrees with statements made in FA-10.
FISCAL IMPACT
None.
STAFF RECOMMENDATION
Receive and file Grand Jury report and authorize the Mayor to sign the response letter
from the City of Moorpark.

Dear Judge Back:
The City of Moorpark has received the 2012-2013 Grand Jury report, "Ventura County Library".
In accordance with Penal Code Section 933.05, we submit our reply in response to the Grand
Jury.
The City Council appreciates the efforts of the Grand Jury for its investigation into the
administration of the Ventura County Library System.
The Grand Jury has requested the City of Moorpark provide responses to the findings outlined
in the Grand Jury report identified as FI-03-05 and FI-08-10; however, there are only Findings
in the report numbered to FI 01-07. The City of Moorpark has responded to FA-03-05 and FA-
08-10 below.
FA-03. Cities that have opted out of the VCLS state that their decision was correct for their
