SUBJECT: Consider Status of the Ventura County Watershed Protection District
Virginia Colony Detention Basin Project
DISCUSSION
In February 2011, the City provided a letter of support (Attachment 1) for the Ventura
County Watershed Protection District's (District) application for Flood Corridor Program
Funding from the California Department of Water Resources for an amount of$4.5 million.
The grant request was to be used by the District to purchase land easements for the
regional detention basin project within the Arroyo Simi in the Virginia Colony area as
generally shown in Attachment 2. The project was one part of the District's long-term goals
of flood protection and sediment management on the Arroyo Simi and Calleguas Creek
from Moorpark to below Camarillo. The District plans to implement cost-effective and
environmentally friendly flood management projects that will yield multi-use and
recreational benefits.
On June 3, 2013, the City received a letter from the District (Attachment 3) informing the
City that the District did not accept the Department of Water Resources' Flood Corridor
Program Grant for the Virginia Colony basin. In the letter the District states that Moorpark's
successful Letter of Map Revisions with the Federal Emergency Management Agency
(FEMA), which removed approximately 1,456 of the 1,600 properties placed in the
regulatory flood plain by FEMA's 2005 flood mapping update, diminished the potential
benefits created by the detention basin. In addition, escalating mitigation costs, regulatory
restrictions, and the District's budgetary constraints required the District to re-evaluate the
Virginia Colony basin project. The District has determined that there are other critical
projects in Zone 3 of the Calleguas Creek Watershed (of which Moorpark is a part) that
should be undertaken.

According to the District's Five-Year Planned Capital Projects for Zone 3 (Attachment 4),
the following six projects are the District's critical projects.
1. Arroyo Simi — Hitch Blvd to Tierra Rejada Stabilization
2. Calleguas Creek — Adolfo Rd to Upland Rd
3. Calleguas Creek — Hwy 101 to U/S of Adolfo Road (CC-2)
4. Calleguas Creek— Pleasant Valley to Hwy 101 East Bank Channel Improvements
5. Ferro Ditch Channel Improvement
6. Sycamore Canyon Debris/Detention Basin Retrofit
At this time, the District does not intend on moving forward with the Virginia Colony
detention basin unless additional funding becomes available. Staff will continue to monitor
the District's projects that may have an impact on Moorpark.

Dear Mr. Nelson:
I would like to express the support of the City of Moorpark for the Ventura County
Watershed Protection District's application to the Flood Corridor Program for the
acquisition of property easements in areas designated as FEMA Special Flood Hazard
Areas, and to construct a soft bottom pilot channel and a diversion structure.
Ventura County is in a critical stage of development. Over the past 50 years,
development in east Ventura County has contributed to increased run-off and flood
risks. It is imperative that we find solutions to flood protection that provide multiple
benefits for natural resource protection, water quality improvements, water quantity
assurance, and public access for recreational purposes. The Virginia Colony Flood
Management Project is designed to meet those objectives while reducing the risk to
public health and safety.
I strongly encourage you to support the Ventura County Watershed Protection District's
grant proposal for the Virginia Colony Flood Corridor Project.

Dear Mr. Klotzle:
This letter is to inform you that the Ventura County Watershed Protection District(District)did not accept the
Department of Water Resources' Flood Corridor Program Grant for the Virginia Colony. The successful
approval of the city's Letter of Map Revision with the Federal Emergency Management Agency which
removed a large part of the city from the regulatory- floodplain, coupled with escalating mitigation costs,
regulatory restrictions, and the District's budgetary constraints, required us to re-evaluate the project.
Unfortunately in reviewing the projects within Zone 3, Calleguas Creek Watershed, the Virginia Colony
project was deemed not as critical as several other vital projects within the Zone.
We greatly appreciate the project support. The regional basins concept has been supported by the
stakeholders in the Calleguas Watershed, but given the economy, many worthwhile projects must be put on
hold.
