FROM: Jessica Sandifer, Management An O2Q w - - 1 DATE: August 21, 2013 (CC Meeting of 09/04/13) SUBJECT: Consider Resolution Amending the Budget for Fiscal Year 2013/14 for Repairs at 798 Moorpark Avenue BACKGROUND & DISCUSSION The former Redevelopment Agency purchased 798 Moorpark Avenue for affordable housing purposes. Since the building was in good condition, and the timeline for development of the affordable housing was uncertain, staff has used the property for the Public Works Office and rented the property to various business tenants. The property has been transferred to the City upon dissolution of the Redevelopment Agency and the City's assumption of the housing responsibilities of the former Redevelopment Agency. In May 2013, the City Council approved a lease agreement with the Boys and Girls Club. The lease became effective July 22, 2013. Unfortunately, the Boys and Girls Club has been unable to occupy the property due to a series of maintenance issues that were discovered while preparing to move in. Southern California Edison (SCE) required that the electrical service to the building be repaired prior to transferring the electrical service, and the HVAC condenser unit for the building was stolen. Staff also will be making a couple of minor repairs to the property and adding a chainlink fence to the south property line for better security between properties. Staff is requesting a budget amendment for funding to pay for these repairs. FISCAL IMPACT Informal bids for the repairs are totaling approximately $10,000. Staff has a property maintenance budget of $1,000 in the current fiscal year and is requesting a budget amendment of $9,000 for the repairs. The Boys and Girls Club is responsible for all maintenance and repairs, with the exception of landscape maintenance, for the term of their lease so staff does not anticipate needing additional repair funds in the future. STAFF RECOMMENDATION (ROLL CALL VOTE) Adopt Resolution No. 2013- , appropriating $9,000.00 from the City Affordable Housing Fund (2201) for repairs at 798 Moorpark Avenue. Attachment - Resolution 298 ATTACHMENT 1 RESOLUTION NO. 2013- A RESOLUTION OF CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2013/2014 BUDGET BY APPROPRIATING $9,000.00 FROM THE CITY AFFORDABLE HOUSING FUND (2201) FOR REPAIRS AT 798 MOORPARK AVENUE WHEREAS, on June 19, 2013, the City of Moorpark adopted the Operating and Capital Improvement budget for Fiscal Year 2013/14, and WHEREAS, a staff report has been presented to the City Council requesting additional appropriation to fund repair work at 798 Moorpark Avenue; and WHEREAS, a budget adjustment in the aggregate amount of $9,000.00 is requested for this work; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $9,000.00 from the City Affordable Housing Fund (2201) as more particularly described in Exhibit "A", attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
