Subject: Consider Resolution Adopting Revised Parking Restrictions on
Condor Drive and Rescinding Resolution No. 2013-3188
DISCUSSION
On May 15, 2013, City Council adopted Resolution No. 2013-3188 approving revised
parking restrictions on Condor Drive. The revised parking restrictions allow parking on
the westerly/southerly side of Condor Drive between the hours of 5:OOAM and 10:OOPM
to accommodate the parking needs of PennyMac. The easterly/northerly side of
Condor Drive remains posted "No Parking Anytime."
Staff recommends the parking restrictions on Condor Drive be revised further to provide
a "No Stopping Anytime" zone immediately west of PennyMac's easterly driveway to
allow sufficient space for vehicles to enter and exit PennyMac's easterly driveway as
well as the driveway immediately opposite on the north side of Condor Drive. No other
changes are recommended to the remaining parking restrictions on Condor Drive.
FISCAL IMPACT
The estimated cost for Public Works Maintenance staff to install the required signs to
provide the revised parking restrictions is approximately $400.00.
STAFF RECOMMENDATION
Adopt Resolution No. 2013 - rescinding Resolution No. 2013-3188.

RESOLUTION NO. 2013 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ADOPTING REVISED PARKING
RESTRICTIONS ON CONDOR DRIVE AND RESCINDING
RESOLUTION NO. 2013-3188
WHEREAS, pursuant to the provisions of Section 22507 of the California Vehicle
Code, the City Council adopted Resolution No. 85-244 prohibiting parking on Condor
Drive, and
WHEREAS, in order to accommodate the parking needs of local business during
certain on-site construction activities, the City Council adopted Resolution No. 95-1115
to allow for the parking of vehicles on Condor Drive during said construction period; and
WHEREAS, the City Council rescinded Resolution Nos. 85-244 and 95-1115,
and adopted Resolution No. 95-1149 reestablishing no stopping and no parking
restrictions on Condor Drive; and
WHEREAS, in order to accommodate the parking needs of PennyMac, on May
15, 2013, the City Council rescinded Resolution No. 95-1149 and adopted Resolution
No. 2013-3188 revising parking restrictions on Condor Drive to allow on street parking
on certain portions of Condor Drive during business hours; and
WHEREAS, the parking restrictions on Condor Drive must be further revised to
provide adequate space for vehicles to enter and exit driveways on Condor Drive.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That Resolution No. 2013-3188 is hereby rescinded.
SECTION 2. That "No Stopping Anytime" zones are hereby established as
shown on Exhibit A and described as follows:

A On the north side of Condor Drive from Princeton Avenue
easterly to a point approximately one hundred feet (100) east of
Princeton Avenue
B On the south side of Condor Drive from Princeton Avenue
easterly to a point approximately two hundred and twenty feet
(220') east of Princeton Avenue.

C On the south side of Condor Drive starting from a point
approximately four hundred and thirty feet (430') east of
Princeton Avenue and ending at a point approximately four
hundred and seventy feet (470') east of Princeton Avenue.
D On the north side of Condor Drive from Princeton Avenue
easterly to a point approximately two hundred and twenty feet
(220') east of Princeton Avenue.
SECTION 3. That a "No Parking Anytime" zone is established on Condor
Drive as shown on Exhibit A.
SECTION 4. That a "No Parking From 10:00 p.m. to 5:00 a.m." zone is
established on Condor Drive as shown on Exhibit A.
SECTION 5. The City Manager is hereby directed to provide for the placement
of signs or markings giving notice of the revised parking restrictions provided for herein.
SECTION 6. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
