Subject: Consider Resolution Adopting Revised Parking Restrictions on Flory
Avenue and Rescinding Resolution No. 95-1146
DISCUSSION
On September 27, 1995, City Council adopted Resolution No. 1995-1146 which
established parking restrictions on the east side of Flory Avenue in front of Flory
Academy Elementary School (Attachment 1). The restrictions are "No Parking —
Passenger Loading Only, 7:30AM to 8:30AM and 2:30PM to 3:30PM, Monday through
Friday" to provide a passenger loading zone during student drop-off and dismissal
times.
Moorpark Unified School District (MUSD) submitted a letter to the City dated August 26,
2013 (Attachment 2), requesting that the parking restrictions on Flory Avenue be
revised to allow 15 minute parking from 8:OOAM to 9:OOAM and from 2:30PM to
3:30PM, Monday through Friday, except holidays. MUSD feels that with Flory
Academy's current student dismissal procedures, the existing loading zone on Third
Street and the school's small parking lot, the loading zone area on Flory Avenue can be
better utilized as a short-term parking area during student drop-off and dismissal times.
This would allow individuals dropping off or picking up students to park their vehicle and
go onto the school campus for a brief time before returning to their vehicle and leaving.
FISCAL IMPACT
The estimated cost of time and equipment for Public Works Maintenance staff to
remove the signs is $300.

RESOLUTION NO. 95 - 1146
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING CERTAIN
PARKING RESTRICTIONS ON FLORY AVENUE
WHEREAS, Section 21351 of the California Vehicle Code (CVC)
authorizes the City to place and maintain, or cause to be placed
and maintained, such appropriate signs, signals or other traffic
control devices as may be necessary to properly indicate and carry
out the provisions of the Vehicle Code or local traffic ordinances
or to warn or guide traffic; and,
WHEREAS, Section 22507 of CVC authorizes the City to provide for
the restriction and/or prohibition of parking on any local street;
and,
WHEREAS, the City Council has determined that the safe movement

restrictions on Flory Avenue.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That a passenger Loading Zone is hereby
established, during certain hours of certain days, on the east side
of Flory Avenue as shown on Exhibit 'A' and described as follows:
From a point approximately one hundred thirty feet (1301 )
south of the Ending Curb Radius (ECR) located on the east side
of Flory Avenue immediately south of Third Street, southerly
to a point approximately three hundred ten feet (310' ) south
of said ECR.
SECTION 2. That the signs posted describing the parking
restrictions applicable in said passenger Loading Zone shall read
as follows:
"NO PARKING -- PASSENGER LOADING ONLY
7:30 a.m. -- 8:30 a.m. and 2:30 p.m. -- 3:30 p.m.
Monday thru Friday
Unattended Vehicles Subject to Citation"
SECTION 3. That NO STOPPING ANYTIME zones, to be designated
by RED curbs, are hereby established along the curb ten feet north
and south of the two driveway entrances at the north and south end
of said Loading Zone.

SECTION 4. That the City Manager is hereby directed to have
placed and maintained the appropriate signs and/or curb markings
giving notice of these parking restrictions.

Dear Mr. Klotzle,
Please accept this communication as an official request to modify the parking signs located on the east
side of Flory Avenue. Flory Academy's dismissal procedures have changed and traffic re-routed to
ensure student safety and improve traffic flow. As a result of our discussions last year with Ron Nelson,
it was recommended that the signs be changed to say: 15 minute parking 8:00-9:00am and 2:30-3:30pm
Monday through Friday except holidays. Flory Academy has a very small parking lot,so our parents
need to be able to park on Flory Avenue at drop off and dismissal times. Please let me know if you need
additional information. Thank you very much for your assistance in this matter.

RESOLUTION NO. 2013 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, REVISING PARKING
RESTRICTIONS ON FLORY AVENUE AND RESCINDING
RESOLUTION NO. 95-1146
WHEREAS, On September 20, 1995, pursuant to the provisions of Section
22507 of the California Vehicle Code, the City Council adopted Resolution No. 95-1146
establishing parking restrictions on Flory Avenue; and
WHEREAS, the parking restrictions established by Resolution No. 95-1146
created a No Parking - passenger loading zone from 7:30AM to 8.30AM and from
2:30PM to 3:30PM, Monday through Friday, on Flory Avenue; and
WHEREAS, Moorpark Unified School District has requested the passenger
loading zone on Flory Avenue to be modified to provide short-term parking during
student drop off and dismissal times; and
WHEREAS, the City Council desires to modify the passenger loading zone on
Flory Avenue to provide short-term parking during student drop off and dismissal times.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That Resolution No. 95-1146 is hereby rescinded.
SECTION 2. That a 15 minute parking from 8:OOAM to 9:OOAM and 2:30PM
to 3:30PM, Monday through Friday except holidays" zone is established on Flory
Avenue as shown on Exhibit A.
Location Description
A On the easterly side of Flory Avenue starting from a point
approximately one hundred and thirty feet (130') south of Third
Street and ending at a point approximately three hundred and
ten feet (310') south of Third Street.
SECTION 3. The City Manager is hereby directed to provide for the placement
of signs or markings giving notice of the revised parking restrictions provided for herein.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
