SUBJECT: Consider Resolution Amending the Fiscal Year 2013/14 Budget to
Fund the Procurement of Recycling Receptacles on High Street
BACKGROUND/DISCUSSION
The City of Moorpark receives annual Beverage Container Recycling Grant and
Payment Program funding from the California Department of Resources Recycling and
Recovery (CalRecycle) to help support beverage container recycling and litter cleanup
activities. Previous funding has been used to provide recycling receptacles in all City
parks. The Parks, Recreation and Community Services Department is moving forward
with expanding public recycling opportunities on High Street. Approximately 14
combination trash/recycling receptacles are proposed to be purchased. These will be
placed generally consistent with the High Street Streetscape Plan. The receptacles will
replace the current 14 trash receptacles that are about 20 years old. The receptacles
will be emptied by the City's current landscape contractor. Additionally, the old planters
will be removed and the existing benches will remain. Staff will return to Council at a
future date for authorization for the removal and replacement of current benches.
FISCAL IMPACT
The City's budget currently includes $9,400 for recycling receptacles. Staff is
requesting an additional $6,700 to fully fund all 14 trash/recycling receptacles. There
are sufficient funds to cover the expenditure.

RESOLUTION NO. 2013 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2013/14 BUDGET TO APPROPRIATE $6,700 FROM SOLID
WASTE AB 939 FUND (5001) FOR THE PURCHASE OF HIGH
STREET RECYCLING RECEPTACLES
WHEREAS, on June 19, 2013, the City Council adopted the Operating and Capital
Improvements Projects budget for Fiscal Year 2013/14, and
WHEREAS, the adopted budget does not include adequate funding to purchase
all recycling receptacles for High Street; and
WHEREAS, a staff report has been presented to the City Council requesting a
budget adjustment to appropriate $6,700 from Solid Waste AB 939 Fund (5001); and
WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said
budget amendment and its resultant impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a budget amendment in the aggregate increase of $6,700 as
more particularly described in Exhibit "A", is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
