MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Dave Klotzle, City Engineer/Public Works Director Prepared by: Shaun Kroes, Senior Management Analyst y DATE: December 6, 2013 (CC meeting of 12/18/2013) SUBJECT: Consider Approval of Bus Shelter Artwork Project and Replacement of Bus Shelter Paneling BACKGROUND The City of Moorpark has 20 bus shelters spread throughout the City, including two in the Metrolink South Parking Lot. On February 5, 2013, staff presented the Moorpark Arts Commission with potential ideas for art displays at the City's bus shelters. Discussions of what type of artwork should be done were further discussed at the May 21, 2013, Arts Commission meeting. Concepts discussed included positioning of the artwork, artwork themes, and artist(s)selections. After the May 21, 2013 meeting, staff determined that the scope of the project envisioned by the Arts Commission exceeded available staff resources, particularly given that the proposed project was not in the City's approved goals and objections. Staff also determined it would be better to limit the scope of the bus shelter artwork project to minor improvements to the existing bus shelters. In addition, the bus shelters will likely need to be replaced in the next couple of years. After determining to withdraw the full artwork vision, City staff was presented with a proposal from a local Girl Scout member, April Hoberg. Her proposal (Attachment 1) is to paint stenciled animals on the existing bus shelters' perforated metal siding in dark gray or black coloring. The project is for Ms. Hoberg's Take Action Gold Award. Ms. Hoberg's mother is Rose Hoberg, who is on the Moorpark Arts Commission. Staff permitted Ms. Hoberg to stencil one existing bus shelter located at Virginia Colony Park. The stenciling is a subtle design that does not overwhelm the bus shelter and is visible from passing motorists as well as pedestrians. S:\Public Works\Everyone\Reports\Staff Reports\2013\December\12-18-13(Bus Shelter Art Protect).doc 2 4 6 Honorable City Council December 6, 2013 Page 2 DISCUSSION Staff is proposing to permit Ms. Hoberg to paint her artwork on the City's bus shelters as detailed in Attachment 1. Prior to the artwork being completed, staff is also proposing to replace the existing steel bus shelter perforated paneling with aluminum paneling. Many of the bus shelters have rusted in significant portions of the paneling due to their steel material. The shelters have been painted from time to time; however, the original steel frame is subject to continued rusting, frequently due to sprinkler irrigation that accelerates the degradation process. Aluminum, on the other hand, is less susceptible to degrading. In fact, the trash containers located next to the bus shelters are aluminum and have not degraded, although they've been exposed to the same elements for nearly the same length of time. The aluminum replacement paneling material is projected to cost $20,000.00. The paneling will be purchased from LNI Custom Manufacturing, the original designer/manufacturer of the existing bus shelters. Public Works field crew will install the paneling. Replacing the paneling at an estimated cost of $1,000.00 per shelter is less expensive than continuing to repaint the shelters with City staff, which costs about $1,800.00 per shelter in paint supplies and staff time. Repainted shelters will continue to rust after being painted. The stenciling project is intended to be a temporary improvement to the City's bus shelters. Staff intends on replacing many, if not all, of the existing City-owned bus shelters in the next few years with shelters that have been redesigned to match their surrounding neighborhoods as well as accommodate artwork, bus information displays, and waiting passengers. Due to the expected time required to develop new designs as well as identify revenue sources for the bus shelter replacement project, it is recommended that the short- term shelter improvements be completed rather than continue to allow the existing shelters to further degrade prior to final replacement. FISCAL IMPACT Replacing the bus shelter paneling is estimated to cost$20,000.00. The City Manager can approve the purchase agreement under his signature authority. Expenses for the artwork project are expected to be minimal, with the City providing the specific paint to Ms. Hoberg. There is sufficient funding for the paneling replacement and artwork in the FY 2013/14 budget under Capital Improvement Project 8071 "Bus Shelters and Other Bus Stop Amenities." STAFF RECOMMENDATION Approve the proposed bus shelter artwork project, including replacing the existing bus shelter perforated steel paneling with aluminum perforated paneling.
