(805) 529 -6864 19 ACTION: By SUBJECT: Consider Job Description for Public Works Technician In 1990 -91, the City formally established the position of Public Works Director and set a course to create a Department of Public Works. The 1991 -92 Public Works Department Budget included a departmental secretary position and Public Works Technician position. The Public Works Technician will be responsible for providing general administrative support to the Director and for the crossing guard program, fleet maintenance, contract administration for routine maintenance items such as street sweeping, pavement marking, tree trimming and removal, and for development and maintenance of street - related inventories. When this position is filled, the Director will assume primary responsibility for administering the City Engineer Agreement and have more time for capital improvement projects and general. management and administration of the Department As indicated, a Public Works Technician position was included in the 1991 -92 approved budget. The bi- weekly salary range is to be the same as the Maintenance and Operations Supervisor which is $1,173.74 to $1,426.69 bi- weekly. This position's salary range was inadvertently not included in the Council - approved Salary Resolution. In a companion item, Resolution No. 91 -776 will be amended to include the salary range for the Public Works Techr cian classification. A formal job description has not been previously considered by the City Council. It is recommended that the attached job description be approved by the C(.uncil. With this approval, the recruitment and selection pr cep >s will begin. We expect to be able to f ill this posit i cin °)c lat,- r than January 1992. WOZNIAK Mayor Mayor Pro Tem counclrner re r !' you nc i it nemx , Cou nc ilmempe r PUBLIC WORKS TECHNICIAN DEFINITION Under general supervision, performs a wide variety of technical and administrative related duties for the Department of Public Works, including contract administration, creation and maintenance of computerized information databases, supervision of crossing guards, and provides support as needed to -he Director of Public Works. EXAMPLES OF DUTIES Acts as City liaison with contractors for improvement and maintenance projects; maintains records and reports for assigned responsibilities; creates and maintains database for City infrastructure and trees, signs and pavement markings; administers fleet maintenance, graffiti abatement and underground service alert programs; supervises crossing guards; administers maintenance contracts for street sweeping, tree removal and trimming, and pavement markings; responds to public inquiri.es; assists with general administrative tasks and performs other duties as assigned. UALIFICATIONS Training and Experience Any combination of education equivalent to completion of high school supplemented by f training and /or course work relevant to this position j including supervision, computer and public works. A minimum of three years experience related to public works with at least one year with a public agency in a relevant position. Prior supervisory experience is desirable. Possession and maintenance of a valid California driver's license and insurable by the City's insurance carrier. General knowledge and proficiency with word pro, °essing , spreadsheet and data base software. Knowledge and Abilities - Knowledge of construction practices and laws, and State and Federal regulations which apply to City construction projects; ab.i.lity to analyze data, compare specifications and make recommendations, maintain accurate records, complete reports and other written materials; ability to make simple mathematical calculations; ability to communicate clearly and concisely both orally and in writing; ability to follow and provide oral and written instruction and to assign and supervise personnel, read and interpret plans, specifications and blueprints, and to effectively deal with the general public, representatives of other public agencies and other employees This classification is sub -lect to adjustments in scheduled hours of work. and occasional. �,�ekend and evening work. 10114.per
