During the fiscal year 1991 -1992 budget deliberations, the City
Council approved the additional position of Public Works Technician
and approved the reclassification of the Deputy City Clerk position
from a competitive service position to a non - competitive service
position. The attached salary resolution repeals the current
salary resolution and implements 'ounci.l 's direction during the
budget process.
Public Works Technician
The Public Works Technician position, is included in the competitive
service. Although it is included in the competitive service this
position is exempt from the payment of overtime as negotiated with
the Public Employees Association o' Ventura County (PEAVC) . The
salary range recommended for this position is the same as the
salary range for the Maintenance & Operations Supervisor which is
from $1,173.74 biweekly to $1,426.x9 biweekly.
Deputy City Clerk
Due to the changing requirements ano responsibilities of the Deputy
City Clerk position, staff recommended with the concurrence of the
individual in the position that the position be reclassified from
competitive service to non - competitive service. The position as
such is exempt from overtime du( to the nature of the work
performed. There is no adjustment in salary associated with this
reclassification, however, as with, other non- competitive service
employees the individual in this position will receive five days of
administrative leave.

Recommendation
Staff recommends the approval of salary resolution 91 -
adding the Public Works Technician position to the salary plan for
competitive service employees and reclassifying the Deputy City
Clerk position from a competit: :,.ve service position to a non-
competitive service position.
RESOLUTION N _ 91 -
A RESOLUTION OF THE CIT'i COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING THE SALARIES FOR
COMPETITIVE SERVICE, NON COMPETITIVE SERVICE, AND HOURLY
EMPLOYEES; ADDING THE POSITION OF PUBLIC WORKS TECHNICIAN,
RECLASSIFYING THE DEPUTY CITY CLERK POSITION,
AND RESCINDING RESOLUTION NO. 91 -776
WHEREAS, the Moorpark City Council established Personnel System Rules
and Regulations in Resolution No. 85- 85, adopted April 29, 1985; and
WHEREAS, Rule 4 of said Resolutior:Nc. 85 -185 authorizes the preparation
and adoption of a Salary Plan for (.1 sses of positions in the competitive
service; and
WHEREAS, it is also in the Ln-erest of the City to establish by
resolution a salary plan for positions not in the competitive service; and
WHEREAS, the City Council has appioved the additional position of Public
works Technician and the reclassifica°ior of the Deputy City Clerk position
to the non - competitive service.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA,
DOES RESOLVE, DECLARE, DETERMINE AND (RDER AS FOLLOWS:

CSECTION 2: That pursuant to the applicable Personnel Rules and
Regulations, the classifications of Associate Planner, Finance Officer,
Recreation Supervisor, Public Works Technician, Maintenance and Operations
Supervisor, and Senior Planner are exempt from the payment of overtime and /or
compensatory time off, except as otherwise specifically provided for in the
City's Personnel System Rules and Regulations and /or Memorandum of
Understanding.
