SUBJECT: Review of Conceptual Design for High Street
Improvements
OVERVIEW
This presents for approval a , onceptual design for the
construction of curb, gutter, sidewalk and storm drain
improvements to certain designated segments of High Street
between Moorpark Avenue and SprirTq Road
DISCUSSION
A. Background
As you know, High Street does not yet have the benefit of
full street improvements along its entire length. This
year's budget provides for a project to address some of
those deficiencies. A portion of the funding for this
project is a State Grant for pedestrian /bicycle
facilities.
B. Project Elements
The focus of this project is to provide curb, gutter and
sidewalk in those areas where it presently missing or very
substandard. The area to k)e improved are generally
described as follows:
the north side of High Street between Bard Street
and Magnolia Street;
the south side of High Street in the vicinity of
Walnut Street;
the south side of High "refit -lust east of Magnolia
Street; and,
the south side of High ;greet. just west of Spring
Road.
The project also includes the -y construction of a storm

C. Downtown Streetscape
As stated above, the work to be done is for the purpose of
addressing present deficiencies. It is recognized that it
is the intent of the City to develop a design theme for
the High Street streetscape, which would be consistent
with the Downtown Study; and to undertake a project for
the substantial reconstruction of the street in accordance
with that design. It is possible, or even likely, that
the improvements proposed herein will have to be removed
and reconstructed when that project is finally
implemented. The Public Works and Facilities Committee
has reviewed the conceptual design with this fact in mind
and recommends approval.
D. Design Plans
Attached for your review is a set of preliminary
conceptual improvement plans. Further corrections are
being made to the plans at this time. A revised set of
plans will be provided t:] the City Council prior to
