SUBJECT: AMENDMENT TO CITY'S MISCELLANEOUS FEE RESOLUTION
BACKGROUND
Resolution No. 90 -707 established miscellaneous fees and charges
for various City services and authorized the City Manager to "set
miscellaneous fees and charges not contained in this resolution not
to exceed $25.00." The City Cler.: is directed to inform the City
Council in writing of each such fee authorized by the City Manager
within 15 days after its establisiment.
A request by Urban West Communities relative to written
notification for public heari.ng� on new or increased fees or
service charges pursuant to G;ovErrment. Code Sec. 66016 (a) has
necessitated the addition of , !i(a FIE -.? to the fee resolution
schedule.
To comply with the UWC request anti other similar requests that may
be received from the public, the ':'ity must establish a searchable
data base and enter the pertinent data from each requestor. When
a public hearing is scheduled, th{> data base will be searched and
appropriate notification will bE7 adE to the public hearing notice
requestors.
The City Manager has assigned a ye,irly charge of $25.00 per request
for the service of providing direct mailings of public hearing
notices over and above the City's normal public notification
procedures of publication and postinch. The charge is based on the
staff time necessary to comply with the request. As there are
approximately two or more public hearings per agenda and 24 regular
meetings a year, there are potentially more than 48 searches with
attendent mailing of notices for , ich i. nd i,ai dual/ entity submitting
a request.
RECOMMENDATION
Adopt Resolution No.91 amendiaLg the miscellaneous fee schedule

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, ESTABLISHING PROCEDURES FOR THE REVIEW AND
APPROVAL OF MISCELLANEOUS CI'T"Y FEES AND CHARGES.
WHEREAS, it is appropriate for the City to establish fees
and charges for City services which fully reimburse the City for
the associated services, unless :pec.if.ied otherwise by the City
Council;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, fETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. All misc(- llaneous fees and charges shall
be reviewed and updated annually by each department as part of the
budget process for approval in June of each year to insure that
they are current and are related 4a acturil cost.
SECTION 2. That the 'ity Manager is authorized to set "
any miscellaneous fees and charges not contained in this resolution
not to exceed $25.00. The City Clerk shall maintain a list of all
fees established by the City hIan,iger_ and shall inform the City
Council in writing of each such fee w.t:hin 15 days after its
establishment by the City Manager. C'Lty Council approval is
required for fees in excess of $: 5.00. Fees established by the
City Manager will be added to a updated fee schedule adopted
annually with the Miscellaneous, F+�� Pesolution.
SECTION 3. That the 'ity Council hereby approves the
fee schedule attached as Exhi.t-) i t A -- C P --neral and Miscellaneous
Fees.
