SUBJECT: Conceptual designs for Walnut St. & Charles St.
WALNUT STREET
BACKGROUND
Lack of standard curb and gutter combined with poor slopes and
asphalt contribute to poor drainage along Walnut St. between
Charles St. and High St. There is no clear delineation between
pedestrian and vehicular traffic along much of the southerly por-
tion of the street and the condition of the street and sidewalk
is in poor condition overall. The angled parking interrupts
traffic and creates a nuisance during heavy traffic.
ANALYSIS
The proposed improvements will repair and replace catch basins
and install new standard curb and gutter along the entire length.
Angled parking will be replaced with parallel parking and the
street will be removed and reconstructed. Sidewalk will be in-
stalled along the entire length and driveway aprons will be re-
placed where existing.
The purpose of these improvements is to facilitate proper
drainage, delineate pedestrian from vehicular traffic, and to im-
prove congestion and overall condition of the street.
The existing right-of-way is 80' and the improved street width
will remain as existing at 48'wide.

drainage. Much of the parkway drains back towards private
property rather than towards the street. The street is in over-
all poor condition and reconstruction was determined to be the
best course of action from Spring Rd. to Moorpark Ave.
ANALYSIS
The proposed improvements include complete reconstruction of the
street, new curb and gutter, sidewalk, driveway aprons, tree
wells along with root pruning and root guards, (street trees are
proposed to be saved), catch basin and storm drain facilities to
tie into the existing storm drain.
The existing right-of-way is 60 feet and the proposed street im-
provements will maintain the existing 36`width.
Due to the elevation difference from the north parkway to the
south parkway, different curb heights are proposed. The northern
curb will be 8"high and the south curb will be 6"high. The cross
slope of the street will also be different on the north side than
the south side. To provide positive drainage to the gutters from
both the centerline of the street and from the parkways, the
cross slope of the northside of the street will be 1.5% and the
southside will range from 2% - 3.4%. This is in the range of ac-
ceptable practice in such conditions where common elevations on
each side of the street are not feasible.
Due to foreseeable financial constraints for construction on
Charles St. a proposed phasing diagram has been attached along
with the overall street improvement plans for both Walnut St. and
Charles St. Limits of construction for phase I are shown in this
diagram.

RECOMMENDATION
Comment on and approve the conceptual reconstruction designs of
Charles St. and Walnut St. subject to any desired revisions.
