Newhouse, Director of Community Services 44"\ DATE: October 30, 1991 SUBJECT: Consider Funds Through State of California Land and Water Conservation Fund Program This is a non -matching funded competitive grant program which is administered nationally by the National Park Service (NPS) which became effective in January, 1965, and was initially authorized for a 25 year period but has been extended for another 25 years, to January 2015. Under the provisions of the California Outdoor Recreation Resources Plan Act of 1967, the expenditure of funds allocated to California is administered by the State Liaison Officer (SLO), who is the Director of the State Department of Parks and Recreation. Congress has not approved funding for this grant program. However, if funding is approved by Congress, it is estimated California will receive $750,000; 60% for Southern California ($450,000) and 40% for Northern California ($300,000). The funds will not be available until October, 1992. ELIGIBLE AGENCIES: Agencies eligible to share in the funds are counties, cities, recreation and park districts and special districts. ELIGIBLE PROJECTS: Outdoor recreation purposes and to indoor facilities which support outdoor recreation activities. The types of projects most often funded by local agencies are acquisition or development of neighborhood, community and regional parks that include top priority recreation projects or acquisition of wetlands. The Honorable City Council Page 3 10/31/91 For the purposes of this grant program, applications must contain evidence of compliance with the provisions of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). CEQA compliance requires the submittal to the Department of Parks and Recreation one copy of: Notice of Exemption stamped by County Clerk; or An Initial Study, Negative Declaration or Notice of Determination stamped by County Clerk and the State Clearinghouse Response (including any comments and necessary responses); or An Initial Study, Final EIR, or Notice of Determination stamped by County Clerk, and the State Clearinghouse Response (including any comments and necessary responses). NEPA Compliance requires the project proposal be assessed for their environmental effect by the National Park Service. This assessment requires the submittal of environmental information in the form of an Environmental Assessment, Environmental Certification or Final EIR as prepared under CEQA requirements. RECOMMENDED PROJECT: Currently, the City does not have any project which has CEQA and NEPA approval. To capture the best opportunity to receive funds, a priority 1 criteria project should be selected. Of those items listed in the ranking criteria, priority 1 category for this grant, I do not feel the City has any viable projects at this time. However, in Priority 2, we could submit a proposal for open turf for casual activity for the first phase development of Arroyo Vista Community Park but receiving CEQA and NEPA approval may take two to six months for approval. FILING DEADLINE: Applications for this program must be submitted no later than December 20, 1991, to be considered for funding. This deadline does not seem achievable in view of the time required to receive CEQA and NEPA approval. However, the next filing deadline is December, 1992, which would be obtainable.
