Box 132 MonrT),)H d,:flifcrrnia 93020 15295 Monroe Avenue Moorpark, CA 93021 November 5, 1991 Campus Hills Homeowners Moorpark, CA Dear Neighbors: The City of Moorpark is planning to put a public restroom building at Campus Canyon Park. The restroom was scheduled to be built in late October without notifying residents. Fortunately, some of us became aware of this the night before construction was to begin and construction was temporarily stopped. Some residents want this restroom and others do not. It seems inevitable that it will be built, but as homeowners we do have some voice in where it will be built, and regulations regarding its usage. The location the City initially chose was based on availability of sewer lines, not on the best interests of Campus Hills homeowners or park isers. Problems with this location could include: 1) It will be the first thing_ you see when driving up Hearon, blocking the view ac--oss the park to the homes and hills behind. 2) It will block driver visibility both going up and down Hearon. There have been many close calls between cars along that stretch; this will make it even worse. 3) Small children already dart across Hearon: Coming out of the restroom or running past: the restroom is potentially very hazardous since cars woH.ild have little time to react. 4) Cars driving east on Monroe will see the restroom at the end of the street rather than the park. 5) Homes on Monroe will look at. a xestroom rather than across the park. 6) Unattended children and teens will be able to run back and forth across Hearon to use sor hang out in) the restroom while waiting for their- school buses (the city will listen if homeowners wish to have the restroom locked until 8:30 AM to keep students out). 7) Any restroom odors or noises will be apparent by those walking by or driving by -:} e fac ii.i'., },,. We understand the need of some f r a r.e:t.room facility, although the homeowners were all told at. our annual homeowners association meetings n '88 =end /or '89 by a Griffin representative that this iaE a day use park only and that a restroom would not be I)i" Campus Hills Homeowners November 5, 1991 Page Two The City now informs us that the park is open until 10:00 PM. Some of the concerns about allowing a restroom is that there will be an increase in illegal drinking in the park, that it will become a hangout at night (the City plans to lock the restroom at dusk), that we will see graffiti like we saw on the block walls on Pecan two years ago, that the restroom will be dirty (the City plans to have it cleaned on a daily basis), that the restroom be built in the same architectural style to complement the gazebo (the City says that it will be), that the restroom will be an unsafe place for children to go, and that our property values will be undermined by the changes that can accompany a park set up to accommodate long- term rather than short -term usage. The City has now notified "those residents who contacted the City on this matter" of their plans. The other residents of Campus Hills have not been informed! There will be a meeting of the Moorpark City Council this Wednesday night, November 6th, at 7:00 PM, at the Community Center, 799 Moorpark Avenue, where this issue will bE finalized. If you are concerned with your home values and your children's best interests, please attend this veKy very important meeting! An alternate site (#2) would be to locate the restroom on the southeast corner of the basketball court. This location would be a much safer, and less obstructive one. If some regulations accompanied this alternate location, we would have some protection against park abuses that could occur, as well. Sincerely, Cheri Risley, ho�ieowner Steve Bohnert, homeowner CPR1191 Attachments CAMPUS CANYON PARR RESTROOM FACILITY ISSUE Moorpark City Council Meeting November 6, 1991 As a resident of Campus Hills and /or a parent of a student attending Campus Canyon school, I am concerned over the city's decision to place a restroom in the area currently fenced off at Campus Canyon Park. In looking at the City's schematic of the park and alternative sites for its placement, I want the restroom to be located at alternate site #2. Philip Newhouse, Director of Community Services, says that the restroom will be architecturally congruous with the gazebo, that the facility will be cleaned on a daily basis, and that the facility will be closed daily between dusk and 6:00 AM. (Tomorrow night Philip Newhouse will recommend that the City extend the closure to 7:00 AM. The City will listen to the homeowners if they wish the restroom to be closed until 8:30 AM to keep students from frequenting it before school.) The location of the restroom building is approximately seventy -five feet south of the intersection of Hearon Drive and M,)nroe Avenue, thirty -five feet from the curb. They are requesting that the City reconside l- ',i. i !.cji r g the restroom facility at another location in the park. - The Moorpark City Council will be considering this matter at their Wednesday, November`6, 1991, Counci meeting.
