SUBJECT: Consider Approval of Supplement No. 002 to
State-Local Master Agreement No. SLTPP-5436,
Pertaining to Partial Funding for the
Construction of a Traffic Signal at the
Intersection of Peach Hill Road and Spring Road
OVERVIEW
This presents the subject Supplemental Agreement for approval
and execution.
BACKGROUND
1. In June of 1989 the City submitted a grant application under
Cycle I of the State-Local Partnership Program, for partial
State funding of a number of projects.
2 . In December of 1990 the City entered into a Master Agreement
with the State as required by the program.
3 . As part of that action, the City also entered into Program
Supplement No. 001, pertaining to approved Cycle I State
funding for a portion of the Los Angeles Avenue [West]
Widening Project. Upon completion of that project, the City
received grant funds in the amount of $100 ,774.
4. The deadline for Cycle I funding was June 30, 1991. Prior to
that date, the City received Cycle I funding approval for the
construction of the traffic signal at the intersection of
Peach Hill Road and Spring Road. The approved grant amount
is $16 ,573.

5. The other projects listed on the original grant application
still eligible for funding were resubmitted for funding
approval under Cycle III.
DISCUSSION
A Supplemental Agreement is required for each project. Caltrans
has prepared the Supplemental Agreement required for the Peach
Hill Road / Spring Road traffic signal. It is appropriate to
execute said document and forward same to Caltrans.
RECOMMENDATION
Approve the subject Supplemental Agreement and authorize the
Mayor to execute same.

PARTNERSHIP PROGRAM AGREEMENT NO. SLTPP-5436
This Program Supplement is hereby incorporated into the State-Local Trans-
portation Partnership Program Agreement for State Share Funds which was
entered into between the Local Entity and the State on / / and is
subject to all the terms and conditions thereof. This Program Supplement
is adopted in accordance with Paragraph 3 of Article I of the aforemen-
tioned Master Agreement under authority of Resolution No.
approved by the Local Entity on (See copy attached) .
The Local Entity further stipulates that as a condition to payment of funds
obligated to this project, it accepts and will comply with any covenants or
remarks setforth on the following pages.

SPECIAL COVENANTS OR REMARKS
1. It is mutually understood between the parties that this
contract may have been written before ascertaining the
availability of legislative appropriation of funds, for
the mutual benefit of both parties, in order to avoid
program and fiscal delays that would occur if the
agreement were executed after that determination was
made.
The total amount of State-Local Transportation
Partnership funds payable by the State shall not exceed
$16573 to be encumbered and reimbursed as follows:
FY 90-91 $ 0
FY 91-92 16573
FY 92-93 0
This agreement is valid and enforceable only if
sufficient funds are made available by the California
State Legislature.
Any subsequent State Partnership funding changes will be
made through a revised finance letter.
