SUBJECT: APPOINTMENT TO COUNTYWIDE PLANNING PROGRAM ADVISORY
COMMITTEE
Due to Mary Horton-Wozniak's resignation, the City's seat on the
Countywide Planning Program Advisory Committee (CPP) is vacant.
The Committee assists in developing, implementing and monitoring
the various planning efforts of the County. Meetings are held at
the County Government Center on the second Wednesday of every month
at 1:30 p.m. The appointment will be for a term to expire in
November 1992.
A notice requesting interested persons to submit a letter of
interest was placed in the Moorpark News Mirror October 3, 1991 and
advertised on Channel 10. Mrs. Eloise Brown responded to the
notice with a letter indicating her interest in the appointment.
The letter was previously forwarded to the Council. No other
responses have been received.
The alternate to the CPP, Mrs. Carolyn Poleri, was contacted and
indicated that she was not available to serve as the City's
appointment but wanted to continue as the Alternate to the CPP.

DISCUSSION
At last month's meeting, the T A endorsed a specific method for
calculating level of service at.s gnalized intersections on the CMP
network. The TTAC then referred to the LOS subcommittee the
question of when deficiency pL<ns should be required at those
locations currently operating at r,oS, E or F. In simple terms, how
much worse can congestion get fort_ i deficiency` plan must be
prepared.

1. 1% to 20 (0.01 - 0.02 vLj. While the subcommittee generally
agreed that a tight threshe d was preferable, they were very
concerned that such a smal change. would not recognize daily
fluctuations in traffic c-n,rts. "n other words, it would be
inappropriate to apply .r, i .precise measure to often
unprecise traffic counts.
2. 1% (0.01v /c) per intersection approach - On a standard four -
leg intersection, the all.ov.abl e change would be 4%, or 0.04
v/c (e.g. an intersection measured at 0.96 v/c would be
allowed to drop to 1.00 1—fore ;i deficiency plan would be
required). A T- intersection would only be allowed a 3%
change. Even if any one critical movement increases by more
than 10, but the aggregate t )tal, for the intersection is still
less than the 4% thresho Ld , a deficiency plan would not be
required. A deficiency I-)1 -in would be required only if the
intersection as a whole 'I n ear cd by more than 4 %.
The subcommittee felt th-i .s threshold provided reasonable
recognition of daily fluctuations yet did not allow too much
degradation to the intersection. The subcommittee also felt
that it tied the thresholA intc,� t` °e critical movements at an
intersection, which (irc the calculation of V/c
using the ICU method.
3. 10% (0. 10v /c) -- This thz-, : lol.d w<,s discussed because it is
directly related to the :_at,:ndard level of service thresholds
currently established (i. 0.7 C; 0.81 = D; 0.91 = E; and
1.01 = F) , and it is mo:_> 1 c _;c l in line with the typical
daily fluctuations 11-1 aff_ic counts. However, the
subcommittee felt this i -, :)resented too large a level of
degradation prior to rer,iui lnC plan.

RECOMMENDATION
o TTAC review the comment letters regarding the CMP and
make recommendations regarding responses and
incorporation of revisions into the final draft CMP.
DISCUSSION
VCTC has received several letters commenting on the draft CMP. We
have attached copies of those let-ters :received to date. Staff is
beginning to prepare responseE to the comment letters with
suggestions for incorporating these responses into the document
where appropriate. Staff will have the responses ready to be
handed out at the TTAC meeting for specific discussion. TTAC
members are encouraged to review the attached letters prior to the
meeting.
Staff will also provide to TTAC, at: the meeting, copies of any

The Fillmore City Council has had the opportunity to review the
final draft of the 1991 Ven` :.ura County Congestion Management
Program (CMP) and wishes to offer some general comments for
your consideration prior to xd the CMP.
First, we commend the effort:; )i the Commission, your staff, the
public agencies ar,d others 7I contributed to the planning and
development ()f tike CMP- commendable to attempt to
develop a coordinated aI-, ich t_: managing and decreasing
traffic cong,-s i l.on by 1 inn:.. ',c: I e %, 3Z -.sous transportation, land
use and air quality plannir;c: progr,�ms together throughout the
County. The unfortunate psi,. .s I} that the state chose to
dictate the terms under wn -!( we mist live by if we want to
receive funds that- were gr,—ant >(t .is by our local voters and
not by the state, and 2} ::!c, 3s usual we are trying to close
the barn door after the c , : :: rc (---ft of the barn which means
that smaller- cities suct, Fillmore that have not been
significant contributors t "Ii! traffic congestion and air

to recent traffic studies, i Ihtia i.26 carries 21,000 vehicles
per day, day after day, thi�( g!i c�117 community. Approximately

time and with the planner nl:roverr,ents to Highway 126. We
realize that this City :O- -esponsible for including

to provide reports - and analyses to VCTC in a rigid format that
may add time, delay and cost to a development proposal. AS a
small city, we question whether it is worth it to us to expend
additional time and money to justify our receiving the $50,000
to $75,000 in Section 2105 Gas Tax Funds if we must comply with
the additional reporting requirements of 1) annual land use
updates, 2) traffic mitigat -on program reports, 3) annual
roadway capital improvement budgeting requirements, and 4)
annual traffic counts on cert,iin road segments. One of todays
biggest problems which adds daily to the inefficiency of
government is our inability to enact any government program that
does not require an increas in bureaucracy, a logarithmic
demand for more paperwork,. .nd ain erosion of the funds to
perform the work the public isked for when they approved the
funding program in the first. :) ace,
Please review your draft CMF from the viewpoint of a small
city that does not have on ..ts staff a traffic engineer, or
administrative personnel to piepare the documentation required,
and use your best judgment in attempting to minimize the
reporting obligations and level of effort required in order for
a small city to receive its funds and invest those funds in
roadway improvement:-. project -Dt i.. xr paperwork.

The subcommittee found that the Co,,gestiof Management Plan
fulfills the Legislative requirements to ensure Ventura County
receiving funding from the state gas tax allocation, and
reccommends approval. The Subccmm.ttee did feel that an
executive summary which condenses :<c- issues and impacts of the
program with a strong conclusion sYatemen!:, would enhnace the
document.
In addition, the subcommittee feel.: It 3 number of
issues /measures which are not requ;red to qualify for return of
tar, monies, should none -the -less b� incorporated into Ventura
County's Congestion Management Program, arid included in the next
edition of the Congestion Managemef t Flan document, in August
1992. These issuQS include:

Dear Ms. Nehaus:
Thank you for the opportunity to respond to the VCTC Congestion
Managment Plan. Since I will h,e unable to attend the meeting of
the Committee on Lifestyle Imf;acts )f Air Pollution Control
Measures, scheduled for October 23, 1991, I am requesting that
you bring this letter to the attention of the Committee. I also
request that it be inserted into the record for a written
response prior to the final, document being submitted to the
Board of Supervisors.
There are two main points about this "final draft ":
1/ Unless it was done as a donation, the document was obviously
exorbitantly expensive - -zia:y illustrations, photographs in
color, heavy costly paper etc;. "final draft" supposedly allows
for additional revisions. It doc -s not appear that this document
could be revised. If in fact, i' is no`s a "final draft ", but is
the final document, it is a t_<vesty �f the review process and a
waste of the Committee's tine to r_ (.)nsider it. In any event I
find disregard for the expenditi.,re of taxpayer's money to be
unacceptable in this day of catas!_rophic budget cuts. The
Committee should request a brea }down r_' costs and an explanation.
2/ It was the intent of the egislai:_-ure to require agencies to
give priority to projects which impact LOS deficiencv roads. I
also assume it was the intent of the legislature to require the
agencies. to disallow additional de,,,elopment on those LOS
deficiency roads until a plan was in place to bring- the
deficiencies up to standard w.itr.in a reasonable length of time. I
do not find such a forthright :,tatement in the Management Plan.
The Ventura County Board (.::_` Supervisors forbade further
development in the Ojai Valley area until the problem of
congestion on Highway 33 Casitas Spr;.ngs is solved by a bypass.
I do not find such a mechanism spelled out in the Plan. In
addition, the criteria used to determine the ranking order of
projects and the selection process for project funding under the
VCTC Congestion Plan does :-ac appear in the document. This
crucial step is left out of ttj +� )rocess- There is no explanation
of why a roads or intersections requiting a Deficiency Plan do
not aotomatically :utrank ot;',k, _-- pr <;j,. cts on roads not listed as
being "deficient ". The Comrait ~_ee, at the very least, should be
given the funding criteria fc:- view nld comment.
