SUBJECT: Authorize the City Manager to Amend Fiscal Year
1992/93 Transit Capital Improvement Application
Requesting Funds for Design and Construction of the
Moorpark Intercity Rail Station
Background
On October 24, Council approved the submittal of the City's Transit
Capital Improvement (TCI) application requesting $697,440 for the
design and construction of the Moorpark Intercity (AMTRAK) Rail
Station. Council also designated $200,000 in TSM Funds to
demonstrate its commitment to the project. The total project
estimated cost is $897,440 and includes the design and contruction
of a 500 foot center platform. Recent developments may increase
the cost of the facility and require amendments to the City's
application.
Staff meet with the panel reviewing the TCI applications and was
told that because a large portion of the facility will benefit
commuter rail the City should apply for funds under the Commuter
Rail category, or at least partial Intercity fund and partial
Commuter Rail funding. The City originally chose to apply for
Intercity Rail funding since it does not require a match, Commuter
Rail requires a commitment of 50 percent matching funds. Staff was
also told that AMTRAK requires a 800 foot platform, the City's
application included a 500 foot platform on the advice of LACTC.
Currently staff is working to obtain a letter of support from
Caltrans Division of Rail for partial funding for both the
Intercity Rail and Commuter Rail categories. If we are successful,

cost estimates will increase due to the required 800 foot platform
and the City will want to increase the funding amount it is
requesting
in its TCI application. The amount of funds contributed by the
City would not change.
Recommendation
Staff is recommending that the City Council authorize the City
Manager to amend the City's FY 1992/93 TCI application requesting
funds for design and construction of the Moorpark Intercity Rail
Station if necessary, pending Caltrans support for partial
Intercity Rail funding as outlined in this report.
