SUBJECT: Consider Amending Council Action Concerning
Conference Attendance by Parks and Recreation
Commission
This represents a request to modify your action on conference
travel for the Parks and Recreation Commission. Currently,
Council's action authorizes City funding for two Parks and
Recreation Commissioners to attend the annual C.P.R.S.
conference.
BACKGROUND:
Funds in the amount of $1,600 were appropriated in the FY
91/92 Recreation budget, Account 01.4.148.632, Conferences
and Meetings, to fund two Parks and Recreation Commissioners
and the Recreation Supervisor's attendance at the upcoming
annual C.P.R.S. conference which will be held in Long Beach,
California, from March 5 to 8, 1992.
DISCUSSION:
The Parks and Recreation Commission discussed this item at
their meeting on October 14, 1991. The Commission agreed the
City should take full advantage of the location of this
year's C.P.R.S. conference (Long Beach) to Moorpark and send
as many Commissioners to the conference as possible within
the funds appropriated.
The Commission concurred this conference presents a great
opportunity for them to see the most current park play
equipment, tables and benches, and recreation program
equipment. Also, the opportunity to attend seminars on the
latest trends in the parks and recreation field, and exchange
ideas on programs, rules and regulations, problems and
solutions related to parks and recreation with fellow Parks
and Recreation Commissioners.

Additionally, the Commission unanimously agreed this
conference provides a great opportunity to broaden their
knowledge to assist them in making decisions to provide the
best possible parks and recreation programs for the residents
of Moorpark.
BUDGET & FINANCE COMMITTEE REVIEW:
The Budget & Finance Committee reviewed the Commission's
recommendation to the City Council at their October 23
meeting. The Committee agreed that the Council's direction
was very clear and that two Commissioners and one staff
member were funded to attend the C.P.R.S. conference this
year. The Committee felt that any savings in this line item
should be conserved and that the City Council's original
direction that the attendance of two Commissioners and one
staff member each year is appropriate.
PARKS AND RECREATION COMMISSION RECOMMENDATION:
The Commission recommends amendment of the Council's action
to allow any additional funds remaining from the $1,600
appropriated for two Commissioners and the Recreation
Supervisor's attendance to the C.P.R.S. conference be used,
to the extent possible, to fund any other Parks and
Recreation Commission members expenses to attend this
conference.
BUDGET & FINANCE COMMITTEE RECOMMENDATION:
The Budget & Finance Committee recommends that the City
Council's original direction be reaffirmed with any funds not
spent being conserved in the budget.
STAFF RECOMMENDATION:
Concur with the Budget & Finance Committee.
