SUBJECT: Acceptance of Improvements to Construct Handicap Access
Ramps at Various Locations
OVERVIEW
This presents for approval the Notice of Completion for the subject
project.
DISCUSSION
A. Background
Last March the City Council awarded a contract to Double D,
Joint Venture (a joint venture partnership between Blois
Construction and Double D Undergrounding) for the construction
of Handicap Access Ramps at pedestrian entrances to certain City
Parks and at various street intersections throughout the City.
B. Funding
The funding source for the construction of these improvements is
Community Development Block Grant (CDBG) funds. The elimination
of physical barriers to the handicapped is eligible for funding
under this program. Costs incurred prior to construction are
not eligible expenses and are proposed to be charged to the Gas
Tax Fund.
C. Park Access
The construction of sidewalks in Griffin Park was added to the
scope of the Project as Change Order No. 1. This too was
eligible for CDBG funding.

D. Reconstruction
The access ramps installed at the intersection of Spring Road
and Second Street became the subject of some criticism. The
design used for this installation was based on a Caltrans
standard. Upon investigation it was determined that this design
had been repealed Caltrans without notification to even local
Caltrans officials. To correct the problem it became necessary
to replace the ramps in question.
Due to the time constraints associated with CDBG funding, it is
recommended that the replacement of these ramps be charged to an
existing budgetted project (Acc # 142-903) for Miscellaneous
Sidewalk and Gutter Repairs, funded by the Gas Tax Fund.
E. Fiscal Impact
1. Construction Contract Summary
A copy of the final payment Authorization, showing the total
project quantities, is attached as Exhibit 1. A summary of
construction contract expenses is as follows:

F. Notice of Completion
All of the specified work has been accepted as complete by the
City Engineer and Director of Public Works. A Notice of
Completion (Exhibit 2) has been prepared for recordation.
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Accept the above described work as completed.
2. Instruct the City Clerk to file the Notice of Completion for
the project.
3 . Authorize the release of the retention upon satisfactory
clearance of the thirty five ( 35) day lien period.
