FROM: Richard Hare, Deputy City Mana e DATE: December 11, 1991 SUBJECT: Consider Amending Council Action Concerning Conference Attendance by Parks & Recreation Commission Background The annual California Parks and Recreation Society Conference is scheduled for March 5 - 8 in Long Beach. In previous years the entire Parks & Recreation Commission and one or two staff members attended the Conference. In this year' s budget sessions, the City Council determined that funding for the annual Conference should be reduced and provided for the expenses of two Commissioners and one staff member (Recreation Supervisor) in the Recreation Department Budget. It was the Council's expressed intent to rotate the Commissioners who attended the annual Conference each year. This was viewed as a cost saving measure. It is anticipated that those attending would benefit from the developmental programs offered at the Conference and that they would bring back the information they receive at the Conference, on the program as well as the vendor display, to share it with the other Commissioners. This year' s Conference is in Long Beach and the Parks and Recreation Commission has asked the City Council to reconsider its budget restrictions and to allow all of the members to attend, if it can be accomplished within the current level of funding ($1, 600) . The Budget and Finance Committee has considered the Commission' s request and notes that the amount budgeted is adequate for the attendance of two Commissioners and one staff member. Gd 1S Meals per day ($50 x 3 x 2) 300. 00 Subtotal $941.25 Recreation Supervisor Pre-conference registration $120. 00 Lodging per night ($90 x 3 nights) 270. 00 Travel by car (150 miles x $.275/mile) 41. 25 Meals per day ($50 x 4) 200. 00 $631.25 Total Costs ($1, 572 . 50) Budget Appropriation $1, 600. 00 Balance Remaining $ 27.50 It is the Committee' s recommendation to the City Council, that the original intent of the budget be upheld and that the number of Commissioners attending the annual Conference, at City expense, be limited to two each year along with one staff member. The City Council has directed, as part of the budget process, that the annual C.P.R.S. Conference funding be limited to two Commissioners and one staff member. If the City Council takes no further action on this item, then the funding, as outlined in the budget, will be applied. Committee Recommendation Take no further action and receive and file this report.
