SUBJECT: Consider Levying Assessments for AD84 -2 and AD85 -1
The Engineer's Reports for the Lignting and Landscaping Maintenance
Assessment District (AD84 -2) and the Parks Maintenance Assessment
District (AD85 -1) were accepted ny the City Council on May 15,
1991. One June 5, 1991, a public hearing was conducted to receive
protests to the proposed assessments. One person protested the
proposed parks assessment. To da`e, no written protests have been
received. The public hearing i. s , t i.:'..l open.
The attached resolutions must be approved no later than June 30,
1991 in order for the assessments ^..o be levied. In prior years the
City Council has adopted the soLuta.ons concurrent with the
adoption of the budget.
Staff Recommendations
1. Close the public hears -nos for .AD84 -2 and AD85 -1.
2. Adopt Resolution 91 -____ __ making certain changes to AD84 -
2 and confirming the assessments for FY91/92.
3. Adopt Resolution 91- ___.__ ._ making certain changes to AD85 -
1 and confirming the a:- essmer.ts for FY91/92.

SUBJECT: SUPPLEMENTAL REPORT PERTAINING TO:
Final Draft Budget for Assessment District 84 -2
for Fiscal Year 1991/9.;°
OVERVIEW
This presents recommended adju,tments to the amount of the
assessments previously provided _n.) the city Council.
DISCUSSION
It is recommended that the amouni of the City Wide Assessment be
increased $13,904.00. This i_ncx -ease is to cover the following
identified additional costs:
1) the estimated cost ($8,1:00) of a pilot program to reduce
the urban glare to the night time sky by modifying
designated street light- and
2) an amount ($5,904) equa to an identified deficiency in
previously identified ssessments related to utility
costs.
If this increase is approved, the amount of the City Wide
Assessment will increase from $2?:,J,307 to $294,211. This will in
increase the per residential lot ssessment from $31.44 to $33.00
-- an increase of $1.56 per year. This revised assessment does not
reflect any salary /benefit adju.- °.meats that may be subsequently
approved by the City Council.
RECOMMENDED ACTION
Direct staff to increase the am(... unt of the AD84 -2 Assessment by
$13,904 to cover the additional :)sts described herein.
