Gilbert, Director of Public Works y - .V•s� DATE: February 24, 1993 (Council Meeting 2•Q-9,i) SUBJECT: Consider Authorization to Advertise for Receipt of Bids for the Construction of Sidewalks on Streets in the Vicinity of Flory Elementary School Approximately one year ago the City received a State grant under the SB -821 pedestrian / bicycle facilities improvement program, for the construction of sidewalks on certain streets in the vicinity of Flory Elementary School. The amount of the grant was $34,000, with a like amount to be provided by the City as a local match. Staff then attempted to have a design prepared for the project. It soon became apparent that the cost of having a design prepared by a consultant would require the expenditure of a majority of the funds available. It was decided, therefore, to prepare the design in house. That design is now completed. Recently the City Council approved the submittal of a grant application for an additional $31,000 in SB -821 funds for phase 2 funding of the subject project. That application is now being reviewed by the CTAC /SSTAC Committee of VCTC. The Committee will make its recommendation to VCTC in May with action by VCTC expected in June. Schedule It is suggested that the construction of this project occur during the Summer when conflict with school traffic is at its lowest. For that reason, it is recommended that every attempt be made to the following projects schedule: • Authorization to Advertise April 21 • Bid Opening May 20 • Award Contract June 2 • Commence Construction June 21 C. Bid Alternates In that the a determination regarding SB -821 grant funding will not be known until June, the bidding documents provide two bid schedules to allow for the flexibility in determining the Scope of Work. Schedule I includes only the work called for on Flory Street, Third Street and Bard Street. Schedule II includes all of the above plus the remainder of the work called for on Second Street and on Millard Street. D. Fiscal Impact 1. Project Cost Estimate: Attached as Exhibit 1 are two project cost estimates for Schedule I and Schedule II. A summary of those costs are as follows: 2. Ineligible Work: That portion of the work related to the construction of curb & gutter at the corner of Third Street and Bard Street is not directly related to pedestrian facilities (sidewalks) and is, therefore, not grant funded. One hundred per cent of these cost will be funded by Gas Tax. Budget Amendment: The current budget shows the subject project funded at $72,000, $38,000 by the State Grant and $38,000 form Gas Tax. It is suggested that any reappropriation or budget amendment be deferred until the actual bids are considered. Approve the plans and specifications for the subject projects and authorize staff to advertise for receipt of bids.
