Gilbert, Director of Public Works April 13, 1993 (Council Meeting 4- 21 -93) SUBJECT: Consider Approval of Construction Engineering and Surveying Services for the Tierra Rejada Road Widening Project OVERVIEW This requests approval of professional services for contract administration, inspection and surveying services required in support of the construction of the subject project. On April 7, 1993, the City Council awarded the construction contract for the subject project. In addition to construction costs, the project will required Construction Engineering support. That support includes contract administration, inspection, materials testing and surveying. On February 3, 1993, the City Council approved the selection of Geolabs- Westlake Village to perform the required materials testing. This report requests approval of the other required services. DISCUSSION ffl-1kq-- . - ! .- .t Attached as Exhibit 2 is a proposal from Willdan Associates to perform the contract administration and inspection services for the subject project. The amount of the fee for these services is $149,500. This work may be authorized via an Approved Additional Services Authorization to Willdan Associates serving in the capacity of City Engineer for this project in accordance with the Agreement approved by the City Council on January 6, 1993. Tierra Rejada Road Construction Engineering April 1993 Page 2 B. Surveying The City requested and received proposals from three firms to provide the construction surveying required for the project. All three firms are qualified to perform the work. A summary of the fees quoted by each firm is as follows: • Valcon Engineering $63,800 • Peak Surveys $50,930 • Benner & Carpenter $41,600. The fee quoted by Benner and Carpenter is the most competitive. It is recommended that a 5% contingency be added to this fee amount to cover additional work if required. Valcon cut profit margin as a result of a discussion between Don Waite and the City's Director of Public Works where Don stated, "If it means getting the survey contract we will reduce the fee to $63,800."
