Gilbert, Director of Public Works DATE: April 13, 1993 (Meeting 4- 21 -93) SUBJECT: Consider Contribution Toward Certain Capital Coats to Establish a Community Garden at the Presbyterian Church at the Southeast Corner of Spring Road and Peach Hill Road . !! Last June the City Council considered a request for City contribution toward the cost of establishing a Community Garden. The site proposed at that time was a vacant lot located at the northeast corner of Peach Hill Road and Rolling Knoll Drive owned by the Moorpark Unified School District. The applicant was unable to comply with the requirements of the district and the proposal was shelved. The applicant, Pat Kemper, has received approval from the Presbyterian Church at the southeast corner of Spring Road and Peach Hill Road, to use a portion of the church property (see Exhibit 1) for this use. Again, the applicant has requested that the City assist in some of the cost and effort required to establish this use. Staff has been in contact with both the applicant and Reverend David Wilkinson of the Presbyterian Church to confirm the scope and requirements of this proposal. A breakdown of the elements and costs associated with this proposal is as follows: Item 1. hater: Construction of a point of connection for water supply from existing irrigation system lines located near northeast corner of the garden site. The Public Works, Facilities & Solid Waste Committee is scheduled to discuss this matter at their meeting of April 19, 1993. If the Committee has anything to add to the staff recommendation, the matter may be pulled from the consent calendar. . 1 - •_ Direct staff as deemed appropriate (pending Committee discussion). vp \rpt \coigtdn2 Modification # 5 Phasing of Landscape PEACH HILL ROAD Complete landscaping as planned along public way -C-11 T C* —A U-4 T Iil(I 1 ;f11 _ I 14111 4 J, Complete landscaping In phase 1 parking ILQ Hydroseed with natural grasses until phase 3 construction Plant all trees In this area %.I I i 1, Complete landscaping around fellowship hall FELLOWSHIP HALL PLAN (See Sheet C•1 F . . t$S 00-S 'I Hydroseec I until ph Plant all t A A D C3 ❑ ❑ landscaping as planned along public way N — =a ss
