HomeMy WebLinkAboutAGENDA REPORT 1993 0421 CC REG ITEM 11Ic -4 C= • CITY OF MOORPARK TO: The Honorable City Council i FROM: Transportation and Streets Committee j (Councilmembers Hunter and Wozniak) DATE: April 19, 1993 SUBJECT: Consider On- Street Parking Restriction As directed by City Council, the Committee has reviewed the subject of on- street parking restrictions. We request that the Council review the outline of major points to be in the proposed ordinance prior to directing that the ordinance be prepared by City staff. The Committee recommends the following points: 1. No parking between the hours of 13.�A0 midnight and 6:00 a.m. 2. Exemptions will be as approved by City Council resolution. This will allow them to be more easily modified as changes are needed in the future. 3. Exemptions would include vehicles currently registered to residents at that address in excess of four (4). The first exemption permit would be free, and all others would be issued at cost. They would be valid for one year. Parking permits would be issued consistent with the ordinance and exemption resolution by the City Manager, or his designee (most likely the Director of Public Works). 4. Temporary, no cost permits would be issued by the City Manager, or his designee, for a period not to exceed ten (10) days. These permits would be nontransferable. 5. The ordinance would permit approval of the parking restriction based upon a neighborhood consensus. Where homeowner associations exist, they would be used as the mechanism to determine if they wish to self - impose the parking limitations. Where homeowner associations don't exist, we would evaluate what the neighborhood is on a case -by -case basis. 6. Commercial vehicles in excess of 6,000 lbs. would not be an exemption since these vehicles are not permitted in residential areas except for the purpose of making deliveries.
