Knipe, Assistant City Engineer/ Date: December 27 , 1989 Subject: AGREEMENT TO CONSTRUCT IMPROVEMENTS AND APPROVAL OF THE FINAL MAP FOR TRACT 4081 (COLMER) BACKGROUND INFORMATION The subject project is located in the northwest area of the City. A location map is attached for your reference. The final map represents a subdivision of 110. 73 acres into 21 lots of 5 acres or more for the development of single family units. The original tentative map was approved by the City of Moorpark Planning Commission on November 14, 1985 and was subsequently approved by the City Council on January 6, 1986. A revised tentative map along with additional conditions were approved by the City Council on May 3 , 1989 . The conditions of approval for the tentative map have been satisfied and all of the requirements precedent to recordation have been fulfilled. The tract is being developed by Colmer Development Company and will be provided water service by the Ventura County Waterworks District No. 1. Sewage will be provided by a septic system. Included in this submittal are the following items (on file in the office of the City Clerk) : 1. Final map for Tract 4081. 2 . Bond No. Performance & $735, 000 Developer's Insur. 9880715 Payment (Street Company and S.D. ) Monument $ 13 , 000 Developer's Insur. 988072S Company Grading $350, 000 Developer' s Insur. 988073S Company RECOMMENDED ACTION Approve the final map for Tract 4081 and authorize the Mayor to sign the title sheet accepting for public use the right- of-way for Grimes Canyon Road, the necessary rights for ingress and egress, the flowage easements for storm water right-of-way purposes, and the access easements for public service purposes as shown on the map. However, the irrevocable offers for storm drain easements and right-of-way for Lots A and B (Turfway Road and Alysheba Drive) are rejected at this time. - Authorize the Mayor to sign the Agreement for Construction of Subdivision Improvements for the subject tract and direct the City Clerk to retain the original agreement and return an executed copy to the developer and surety company.
