Knipe, Assistant City Engineer/. r- Date: January 9, 1990 Subject: TRACT 4081 (COMER) — APPROVAL OF REVISED PAD ELEVATIONS BACKGROUND INFORMATION Tract 4081 is located in the northwest section of the City of Moorpark adjacent to Grimes Canyon Road. A vicinity map is enclosed for your reference. Tentative map for Tract 4081 was originally approved by the City Council on January 6, 1986. On May 17, 1989 a revised tentative map was approved along with a time extension and additional conditions for this tract. Per the City's conceptual grading policy adopted in August, 1986, any differences between the tentative map and the grading plan of over 2 feet must be reviewed and approved by the City Council. On July 19, 1989, the City Council reviewed and approved changes to the majority of the pad elevations within Tract 4081 (copy of memo enclosed) to balance the earthwork within the tract. The developer' s engineer has requested further revisions to pad elevations on Lots 16 and 17 (copy of letter enclosed) . These changes were requested due to recommendations from the soils engineer and geologists to provide a more stable pad. In addition, there will be a reduction of 10,700 cubic yards of earth moved within the tract with this change in pad elevations. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Y, Page 2 The pad elevations for Lots 16 and 17 will change as shown below: EXISTING PROPOSED LOT NUMBER PAD ELEVATION PAD ELEVATION 16 692 Feet 708 Feet 17 677 Feet 690 Feet The City Engineer and the Director of Community Development have both reviewed the grading plan and agree that it represents an equal or an improved plan in regards to grading compared to the previous tentative map. A grading permit has been issued for this project. However, the permit stipulates that final pad elevations for Lots 16 and 17 are not final until approved by City Council. RECOMMENDED ACTION It is recommended that the proposed pad elevations for Lots 16 and 17 as shown above be approved by the City Council. Knipe, Assistant City Engineer ti Date: July 11, 1989 • Subject: TRACT 4081 (COLMER) - APPROVAL OF PROPOSED PAD ELEVATIONS BACKGROUND INFORMATION Tract 4081 is located in the northwest section of the City of Moorpark adjacent to Grimes Canyon Road. A location map is enclosed for your records. The tentative map for Tract 4081 was originally approved by the City Council on January 6, 1986. On May 17, 1989 a revised tentative map was approved along with a time extension and additional conditions for this tract. The grading plan for Tract 4081 has been submitted to the City Engineer's office for review. The majority of the pad elevations shown on this grading plan differ by more than two feet from those shown on the revised tentative map approved on May 17, 1989 . Per the City's conceptual grading policy adopted in August of 1986, any differences between the tentative map and the grading plan of over two feet must be reviewed and approved by the City Council. In a letter dated June 30, 1989 (copy enclosed) , the developer's engineer has requested that the pad elevations on the grading plan be approved as submitted. The City Engineer and the Director of Community Development have both reviewed the submitted grading plan, and agree that it represents an equal or an improved plan in regards to grading compared to the revised tentative map. The reasons that the submitted grading plan represents an improvement over the revised tentative map are the following: 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 / July 10, 1989 111 Page 2 1 . The amount of cut material within the tract is reduced. 2 . No hauling of material from the tract is required. 3 . The pad elevations have been adjusted to fit in better with the final road grade. BOX 162 SOWS, CA 93066 City of Moorpark 805 / 484-0581 799 Moorpark Avenue Moorpark CA 93021 RE: Tract 4081 Grading Plan Gentlemen: Further revisions to pad elevations on Lots 16 & 17 shown on the original 100 ' scale conceptual map that was approved by the City of Moorpark and the 40 ' scale Grading Plan that was recently approved by the City of Moorpark are necessary due to recommendations from the soils engineer and geologist. The grading as now submitted eliminates large cut slopes and greatly increases the stability of Lots 16 & 17 . There is a net reduction of 10 , 700 cubic yards of earth to be moved on the tract. I believe that the grading which is shown on the newly submitted Grading Plan is superior to the conceptual plan and approved 40 ' scale Grading Plans in stability and overall suitability of the sites. I hope that the reduction of the grading quantities will meet with your approval and that you will approve the new Grading Plans as being in substantial com- pliance with the conceptual plan.
