TO: The Honorable City Council
FROM: Patrick J. Richards, Director of Community Development
DATE: January 3, 1.990 (CC meeting of 1-17-90)
SUBJECT: DP-348 MAJOR MODIFICATION NO. 1 (A TO Z SELF-STORAGE)
Aac_k raund
The applicant, A to Z Self-Storage, requests approval to modify the
Development Permit Plan No. 348 currently a 47,400 sq.ft. self-storage
facility in. order to allow for the outdoor storage of recreational
vehicles, and for a rental business of U-Haul trucks and trailers to be
stored within the existing parking ste1:Ls on the subject property. The
applicant also proposes to conduct complementary service and sale
activities related to self-storage an:1 the proposed outdoor parking of
trucks an recreational. vehicles. In addition, the applicant requests to
extend both the hours of operation and the workdays to include Sundays. On
December 4, 1989, the Planning Commission held a public hearing for the
proposed Major Modification No. 1 pertaining to the applicant's request, as
mentioned above. On a vote of. 5-0, the Planning Commission recommended to
the City Council that the applicant's proposals be denied. On December. 20,
1989, the Planning Commission adopted a resolution recommending denial of
the project without prejudice. The attached staff report of December 4,
1989 discusses the project issues (Attachment 1) .
Discussion
The Planning Commission's primary reason for recommending denial without
prejudice was the concern. that the proposed modifications would be
significantly detrimental to the peace, safety, health, welfare and quality
of life of the people residing in the immediate vicinity of the project
site. Land use, parking, on-site traffic circulation, noise, safety, and
aesthetic and visual impacts on adjacent single family residences, and
commercial properties were the issues discussed in reviewing the
appropriateness of the proposals for the M-1 Zoning District.

SUBJECT: DP-348 MAJOR MODIFICATION NO. 1 (A TO Z SELF-STORAGE)
Page -2-
The issue that was extensively discussed at the planning Commission public
hearing was the parking/internal circulation pattern. The Commissioners
were concerned that the outside storage of U-Haul trucks and trailers and
recreational vehicles would completely encroach upon the existing parking
spaces which are required for the self-storage facility. The inadequate
parking spaces for such vehicles would encourage parking in areas which
would exacerbate the on-site circulation patterns. Since the beginning of
1989, the Code Enforcement Officer and the Planning staff, have on numerous
occasions, noticed the illegal parking of U-Haul trucks and trailers along
the back and the west side of the northerly building, blocking the two-way
traffic of the 25 foot driveway which is heavily used and shared by the
adjacent commercial properties to the north and west of the project site.
Despite numerous attempts by the City to rectify the situation, the
applicant continued to violate conditions no. 30 and 31 of DP-348 which
specifically prohibits parking of recreational vehicles and rental U-Haul
trucks on the subject property. There was also concern that the parking of
these vehicles would interfere with emergency access. Moreover, the
parking of the 14 to 26 foot U-Haul trucks and recreational vehicles would
generate traffic hazards, cause stacking of cars and maneuvering problems
because of the length of the vehicles and the less than adequate size of
some of the parking stalls.
Another issue that was discussed at the hearing was noise. The movement of
nine trucks and 35 recreational vehicles (though not necessarily all at the
same time) would generate noise levels that would be disruptive to the
noise-sensitive residential homes along the eastern property line of the
project site, particularly during Sunday operations.
Aesthetic impacts on adjacent properties was another source of concern
expressed during the public hearing. The existing walls and landscaping
do not represent an effective visual buffer for the adjoining single family
residences, located 20 feet from the east property line and for those
residences across Los Angeles Avenue to the south. Because of the nature
of the wall construction (open wrought-iron fence with pilasters) along the
street frontage, the storage of trucks and vehicles would be easily seen
from Los Angeles Avenue. In addition, any outside storage along the west
side of the building would be open to view from the major arterial street
until the adjoining parcel to the south west of the site is developed.

Page -3-
Finally, the nature and scale of the landscape materials would not he
appropriate to the site with the proposed use. The existing plants are not
dense enough to provide a visual enclosure and screen against the potential
visual clutter and blight that would be generated if large trucks and
vehicles are parked outside the buildings.
In conclusion, because of the impacts previously discussed at the hearing
and the failure to justify the required findings, staff recommends denial
of Major Modification No. 1. However, staff would recommend approval of
Minor Modification No. 3 to allow the installation of one public telephone,
a vending machine and the sale of packaging materials, which are directly
related to the self-storage operation.
ADDITIONAL INFORMATION RECEIVED
On December 26, 1989, the applicant, A to Z Self-Storage, wrote a letter to
Mr. Paul Lawrason, the City Mayor requesting some changes to the original
requests (Major Modification No. 1 to Development Plan Permit No. 348). The
summary of his letter was to delete and modify some of the original
proposals, as well as adding new ones. The Summary Sheet shown below
illustrates the applicant's original and new proposals according to the
above letter.

Page -4-
In evaluating the new changes to the original major modifications, staff is
concerned that the new proposals would still adversely affect the peace,
safety, welfare, health, and quality of life of people residing and working
in the immediate vicinity of the project site. While the applicant's
withdrawal of the proposed outside storage of recreational vehicles and
U-Haul trucks would lessen some adverse impacts on the adjacent properties,
his new request to establish a broker-referral service onsite for U-Haul
trucks may result in the same environmental and land use impacts that his
original modifications would generate (although substantially less).
Staff considers the broker-referral service for U-Haul trucks inappropriate
for the M-1 zone because it is a commercial use not consistent with the
intent and purpose of the industrial designated zone which does not allow
it. It is neither a principally permitted use or accessory use. Moreover,
this use is not considered auxiliary to the principal use of self-storage.
As mentioned in the staff report (attachment 1, page 4), only those minor
services which are related directly to the principally permitted use of
self-storage, such as sale of packaging materials and the installation of
vending machines and public telephones would be permitted.
Staff believes that proposed broker-referral service for U-Haul trucks
proposed by the applicant would only stimulate demand for the use of U-Haul
trucks by the clientele of the A-Z Self Storage facility. Although there
would not be a long term storage of U-Haul truck on the site, the increase
use of these trucks by the clientele even, on a short-term basis, would
generate heavy truck movements to and from the site therefore resulting in
traffic congestion and hazards onsite. The size and nature of the site are
just not suited to accommodate the expanded business ventures as proposed
by the applicant.
The heavy movement of trucks and the proposed extended hours of operation
to include Sunday would aggravate the noise problem. The noise levels
would be particularly disruptive to the nearby residents on Sundays.
In relation to the applicant's proposal to rescind the Surety Performance
Bond as part of the conditions of approval, staff strongly recommends that
the City Council deny the request. Based on a long history of
non-compliance by the applicant (refer to attachment 6) and the enforcement
problems that the City had encountered, it is imperative that the City keep
this condition to ensure compliance with all the conditions of approval if
the modifications are approved.

The storage of big trucks, til r. rnd recreational vehicles as proposed
by the applicant on the ox , ink; p rr„ Lng stalls would remove not only the

interfere with the onsite c.:r ila.ic,n patterns. The applicant has provided

With only one extra parking ice available the parking site will certainly
not be able to accommodate L °') recreational vehicles, 4 van trucks, 5

or recreational vehicles are t.or,d,'p.rked at the same time, there will not
be adequate parking stalls r most. employees, customers and visitors to
the main facility. The grog, y inadeluate parking areas for such vehicles
may encourage their stor3go it ate: which would exacerbate the onsite

3. Aesthetic /Visual Impact
It is good zoning practice o reconcile existing discordant land uses by
establishing adequate interfeG,.es among conflicting uses and functions. The
walls and landscaping that exist on the site do not present an effective
visual buffer for the adjoining single family residences (located 20 feet
from the east property line), grad the single family residences across Los
Angeles Avenue to the south Because of the nature of the wall
construction (open wrought. -ron fence with pilasters) along the street
frontage, the storage of recreational vehicles along the east side of the
storage buildings would be seen easily from Los Angeles Avenue. Moreover,
any outside storage of U -Hau'. trucks and trailers along the west side of
the building would be open tc view from the major arterial street until the
adjoining parcel, to the southwest: of the project site is developed. The
presence of the 9 foot block wall along the east property line would not
lessen the clutter and visua blight that would be created if large trucks
and vehicles are stored outsi_de., If the project is approved, a six foot
solid, decorative masonry wa 1, instead of the existing wrought -iron fence
should be conditioned along ° e cnt:ir, street storage.
While landscaping occupies f;% of the site, the scale and nature of the
landscaping materials are no!_ appropriate to the site and /or structure.
The type and nature of shrubs and, groundcover that exist on the site is not
dense or mature enough to provide a visual enclosure and screening. They
lack visual interest in t.ern::; of type and spacing of plants and fail to
soften the appearance of the call buildings structures. The shrubs in the
3 foot landscape strips should be grouped more densely together to form
substantial hedges and walls They should be able to screen parked cars
from the adjacent street ui,' minimize the impact of large paved areas.
Interior landscaping in thrt parking areas should .include trees that will
provide adequate visual Ttclosure. and shading when they mature.
Unfortunately, the existing f)ot: landscape strips are not wide enough to
accommodate the 24" box trve:. The plants in the narrow 3 foot landscape
planters along the west ;;ids, ()f the storage buildings are in danger of
being overexposed to the heat exhaust of automobiles because of the 2 foot
overhang of parked cars. The landscaping of the 30 foot planter along the
major street (Los Angeles A,.,nue) should also include larger size trees

Because of the highly inflammrble and hazardous nature of propane gas, the

DISCUSSION OF ENVIRONMENTAL, i`.VALUATTON AND MITIGATION MEASURES
1.a., b., c., and d. EARTH
No unstable earth conditions, s.il compaction, changes in topography or
geological substructures would res ,t l,y the proposal because the self storage
facility has already been built h r-sw.vl]-1t to the County Uniform Building Code
and the proposal does not involve 1n1,1 new construction of building structures
which would generate the impacts mf, , i -rrerl.

the ambient air quality because o Trading of the site or construction of
buildings would be involved. Flee anticipated movement of trucks and
recreational vehicles to and frc the -i..te would not. generate enough air
emissions to degrade the ambient ,, c1111 t
3. a. through J. WATER
The proposal would not increase 1chc rat, and amount of surface runoff,,lower the
infiltration rate, change the drr;nagf! patterns or degrade the ground water
quality because the site has alrea,, been developed and the buildings have been
constructed in accordance with t.hc relevant. County Building /Engineering Codes.
The proposal would not involve ai,, new ((,)r,;truction, therefore, no significant
effect is anticipated.
4 & 5 PLANT AND ANIMAL LIFE
The proposed project would not (.I1nge thl, diversity and number of plant and
animal species or affect the wild fe Habitat because the site has already been
developed and is surrounded by ::rdi t.1 11 IT (I residential developments.
6. 1. NOISE
In general, commercial/ industr ia 's roi';e within the City of Moorpark is not
considered excessive. However, erc residential locations are adjacent to
industrial uses, as is true in tlii ca:;e, i significant impact may result. The
impact will be directly relate,i r only f,o the number of truck movements to
and from the project site but als th 11rrie of day at which they occur. The
movement of 9 trucks and 35 ri,( !ational vehicles in and out of the site
(although not necessarily at the : -irne time coupled with the extended hours of
operations and the increased wcid ,s (sce Exhibit 6 for work schedules) would
generate noise levels exceeding, 6 dR1 A ch is the maximum acceptable noise
level for residential homes.

Mitigation
To mitigate this significant n :s( impact on the adjoining residential
properties, the applicant is con itioneo to reduce the possible hours of
operation to occur between 8:00 a.m. anci 8:00 p.m. and to exclude Sunday
operation. In addition, to attent -ite noise more effectively, the applicant is
required to replace the existing par!,e shrubs and trees by a more dense and
mature landscaping buffer and tc.; r +place the existing wrought -iron fence with a
solid masonry decorative wall al( fig he ;treet frontage. In addition, all
noise generation sources onsite dill be attenuated to 55 dBA at the property
line, or to the ambient noise leve at the }property line measured at the time of
the occupancy or any subsequent t,nant o('rupancy. The Director of Community
Development may request that a noise s ',wady be submitted for review and approval
which demonstrates that all onsite noise generation sources would be mitigated
to the required level. The noise, stady musr.. he prepared by a licensed acoustical
engineer in accordance with acccpt ? c=nf;ineoring standards.
7. LIGHT AND GLARE
The proposal would generate new 'ght )r glare on the adjoining residential
neighborhood.
Mitigation
To mitigate this impact, the appii tnt. is r+quired to shield all lighting onsite
and to design lighting so hat theri is no glare or adverse spillover of light on
the adjacent residential homes. F,c following requirement should be included as
a condition of approval for the p:yject. For all exterior lighting a lighting
plan shall be prepared by an ]Elc•.trical Engineer registered in the State of
California and submitted to the De artment: of Community Development for review
and approval. The lighting plan all achieve the following objectives: Avoid
interference with reasonable use f adjoining properties; minimize onsite and
offsite glare; provide adequate ( ;sits lighting; limit electroliers height to
avoid excessive illumination; and ,)roe. ide structures which are compatible with
the total design of the propose,! f ili t.-,
The lighting plan shall include th fo &()w ig,:

The increased traffic that would 1 generated by the proposed modifications may
adversely impact on Los Angeles AN—nue. however, the full improvements and the

the developer would reduce this impact to a level of insignificance. The
proposed outdoor storage of 35 r( reational vehicles, 6 trucks, and S trailers
(though not all at the same time) would completely encroach on the existing 40
parking stalls. Since 39 stal l, ire aequired for the site, and the applicant
