FROM: Richard Hare, Deputy City Manage DATE: January 10, 1990 (City Council January 17, 1990) SUBJECT: Budget Amendment Establishing City-Wide Traffic Mitigation Fund BACKGROUND: The developer of Tract 4081 (Colmer Development Company), was required to submit $63,000 in traffic mitigation fees. In order to properly account for traffic mitigation fees, it is necessary to establish a city-wide Traffic Mitigation Fund. The Finance Department recommends establishing Fund 21 as the Traffic Mitigation Fund for the City of Moorpark. All traffic mitigation fees will be posted to this fund and expended for projects related to its original purpose. At the January 3, 1990 Council Meeting, the City Council authorized the expenditure of funds for aerial mapping, with $38,987 charged to the Gas Tax Fund. It was originally assumed that it would be necessary to borrow funds from the Gas Tax Fund in order to move forward with the aerial surveying. If the Council creates a traffic mitigation. fund, it is no longer necessary for the Gas Tax Fund to loan monies for this purpose. RECOMMENDATION_ (Roll Call Vote Required) Staff recommends authorizing the establishment of a Traffic Mitigation Fund, No. 21, and the appropriation of $45,000 from the Fund for the purposes of aerial surveying.
