Subject: AREA OF CONTRIBUTION (AOC) REVISIONS FOR
THE TIERRA REJADA ROAD /SPRING ROAD AOC,
THE LOS ANGELES AVENUE AOC, AND
THE GABBERT ROAD /CASEY ROAD AOC
BACKGROM INFORMATION
The purpose of an Area of Contribution (AOC) is to provide a
mechanism for future development, to finance specific improvements
generally located within the defined area. The AOC fees are
periodically reevaluated to determine if adjustments are required
to compensate for inflation. The Engineering News Record (ENR)
Highway Bid Price index (see Exhibit "A "), a nationally recognized
indicator of changes in highway construction costs, is used for
this purpose. Based on the Index, it is recommended that the fees
for the Tierra Rejada Road ,iSpri,)g Road AOC, the Las Angeles Avenue
AOC, and the Gabbert Road /Case„ Road AOC be updated.
The. procedure that was used t: update each of the AOC fees is
summarized as follows:
1. The dollar amount of the current AOC fee and the date of
the most recent 11pda•43 to that fee was determined.
2. The ENR Highway Bid P-. -ice Index associated with the date
of the most recent errA.ate to the AOC fee was determined.
3. The ENR Highway Bid Pb ice. Index associated with the third
quarter of 1989, the mcst: recent index available, was
determined.
4. The revised AOC fee was increased proportional to the
increase in the ENR highway Bid Price Indexes identified
in steps 2 and 3.

A summary of the current ACC fees and revised AOC fees is provided
in Exhibit "B ". Note that the ENR Index fluctuates over time.
Consequently, the AOC fee perrer.age increases are not identical.
Pursuant to Government Code Section 54992, the City should hold a
public meeting to allow oral or written presentations. Such
meeting is to be a part of a regularly scheduled Council meeting
and will be scheduled for the Council's March 21, 1990 meeting.
The fee increase needs to be adopted by Resolution. A notice of
the March 21, 1990 meeting will be mailed to Ventura County Chapter
of Building Industry Associatior
In addition, the Gabbert /Casey ACC should be completely updated
with a new project list and cost estimates after the City -wide
Circulation Element is completed
RECOMMENDED ACTION
Receive and file this report and set March 21, 1990 as the public
meeting to consider the proposed fee revision.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, REVISING A SCHEDULE
OF FEES FOR THE LOS ANGELES AVENUE, TIERRA
REJADA ROAD /SPRING ROAD) AND GABBERT ROAD /CASEY
ROAD AREAS OF CONTRIBITIO'v
WHEREAS, the County of entura established three Areas
of Contribution in 1981 to provide a method of collecting
fees from future development :Mro l,ects and to promote orderly
growth, such fees to be used to finance specified
improvements;
WHEREAS, upon incorpor-:rtion of the City of Moorpark,
the County of Ventura transferred responsibility for the
Areas of Contribution to the City and provided the
accumulated fees and interesi to the City as follows:
Los Angeles Avenue AU( $1,346,549.19
Tierra Rejada Road /Mocr-park Road AOC 332,307.59
Gabbert Road /Casey RoFl ABC 28,530.57
WHEREAS, since 1984 th( City hits periodically adjusted
the AOC reports including fee. and improvements to be funded;

scheduled meeting to consider written or oral presentations
concerning a proposed increar i,n fees;
WHEREAS, the City Cour i he'Ld the public meeting to
consider an increase in the feos: for the three Areas of
Contribution on March 21, lcl ;
WHEREAS, the City C0.1' -il haE, previously received a
report dated February 27, 990 from the City Engineer
recommending an increase in tie three Areas of Contribution
