The Bill world create a six county Transportation Commission to enforce cooperati i where there has been an adversarial history. SB1850 is similar .b tho Bergeson Bill that City Council previously opposed. While regional planning is i k�v element for managing transportation State wide, a planning area mus be responsive to the actual needs of the affected populace. The devi- 'opment )f plans, systems, and funding to meet impacts associated witl growth and land use problems in Los Angeles, Orange, Riverside, ';a Bi ?rnardino, and Imperial Counties, would be unresponsive to the needs of Ventura County.
