To solve problems southern alifornia is having with regional
transportation planning and operitioi, Senators Torres and Presley have
introduced SB1850. The Bill world create a six county Transportation
Commission to enforce cooperati i where there has been an adversarial
history. SB1850 is similar .b tho Bergeson Bill that City Council
previously opposed.
While regional planning is i kv element for managing transportation
State wide, a planning area mus be responsive to the actual needs of
the affected populace. The devi- 'opment )f plans, systems, and funding
to meet impacts associated witl growth and land use problems in Los
Angeles, Orange, Riverside, ';a Bi ?rnardino, and Imperial Counties,
would be unresponsive to the needs of Ventura County. SB1850 would
place the City's vehicle and t °ansiortat. ion taxes in jeopardy if the
general plan was inconsistent N,'ti the regional transportation plan.
Since the problems these Counties arr having are not relevant to
Ventura County, there is no bE..,n fit iri )lacinq the City's revenues at
risk or participating in theim !) n, inc r°"fnrt.
The Ventura County Transportatl( :.nmmi,,sion as well as the Cities of
Simi Valley and Thousand Oaks r- ' :akinq the position that Ventura
County should be removed frog ";P R511 — hat the Bill should be allowed
to die in committee.
