SUBJECT: IMPLEMENTATION OF THE DOWNTOWN STUDY
Background
The City Council at their August 16, 1989 meeting considered agenda
Item 8P which approved the final text of the Downtown Study. With
the action of approval the Council also directed the Community
Development Committee to work with staff to develop a program and
manual to implement the basic design elements.
On October 30, 1989 the City Council held a joint meeting with the
Planning Commission for the purpose of understanding various
implementation options available to the City. At the October 30th
joint meeting the Council once again charged the Community
Development Committee to review this matter and to return t e

Committee met with the City Manager and Director of Comm ity
Development( to discuss implementation options.
Discussion J_
Staff and the Community Development Committee discussed several
implementation methods to revitalize the Downtown area. Also, at
the January 22, 1990 meeting it was noted that the City's FY89/90
Budget included $30,000 for further professional services for
implementation of the Downtown Study. The following two phased
recommendations from the City's Community Development Committee are
the beginning of many actions that will be undertaken by the City
and others to help revitalize and retain the character of the
City's downtown area. The downt(:)wn revitalization is a lengthy

Recommendation of the Community Development Committee
PHASE I
1. That the City amend its sign ordinance so as to allow
pedestrian scale hanging signs which project over the
public right of way; and
2. That the City purchase and install decorative street
benches to be placed it convenience locations in the
downtown area; and
3. That the City purchase and install additional trees on
High Street; and
lei 4. That the City construct above ground planters in the
I�v downtown area.
5. That the City install underground electrical conduit
along High Street to ,upport decorative lighting and
special events.

limit to 25 mph.

brick, pavers etc., accents at intersections within the

3. That the City purchase and _install entry statements which
identify the Downtown r-ea at the following locations:
a) High Street and Moorpark Avenue (when signal
installed).
b) Moorpark Avenue at Railroad crossing.
C) High Street, Spr.ir -a; Road and Los Angeles Avenue.
4. Encourage the use of pr)menade or canopy coverings over
the public sidewalk.
5. Establish a Kiosk wit:.hi the Downtown area.

The Committee is recommending that Phase I tasks be implemented
immediately with Phase II tasks to be accomplished as soon as
possible after completing Phase I Also, the Committee stated the
need to determine a funding sourCEy for the above projects.
Staff Recommendation
That the City Council accept the recommendations of their Community
Development Committee and direct staff to accomplish both the Phase
I and II tasks.
