On July 5, 1989 the City Attorney returned to the (:concil wirh the draft CPO. By consensus the Council determined to have the draft ordinance brought back for further review and discussion after development of the necessary traffic generation data by the )epa -tment of Community Development. Even though a total build out with the current General Plan anchoraing his been presented; this is tempered by the fact that the ulding (rapacity must also represent not only the ongoing General Plans ipdafo ini also the Carlsberg Specific Plan. The Council will need t deaermino the Holding Capacity at some level between the Base Capa,-Ay and the Maximum Capacity levels presented previously.
