Background

As part of the review process f,r Q(, Comprehensive Planning Ordinance,
(CPO) on March 1, 1989, the (7 y Council directed the City Attorney's
office to prepare a draft of thf Cc�nprelonsive Planning Ordinance using
traffic generation as the basis (or qualification. On July 5, 1989 the
City Attorney returned to the (:concil wirh the draft CPO. By consensus
the Council determined to have the draft ordinance brought back for
further review and discussion after development of the necessary
traffic generation data by the )epa -tment of Community Development. As
directed, staff has completed �Ilcilat.ion-, of both the Base Capacity
and Holding Capacity as defla, i i�l tho draft ordinance. ( Section

Recommendation
The data presented in the I):i.cu —pion section reveals that while a
single total exists for the use Capp ity section this is not the
situation for the Holding Cnpac ty. Even though a total build out with
the current General Plan anchoraing his been presented; this is
tempered by the fact that the ulding (rapacity must also represent not
only the ongoing General Plans ipdafo ini also the Carlsberg Specific
Plan. The Council will need t deaermino the Holding Capacity at some
level between the Base Capa,-Ay and the Maximum Capacity levels
presented previously. Bec:aun- the folding Capacity will not be
resolved until the completion c tho Keceral Plan update process, staff
recommends that review and aloption )r. the Comprehensive Planning
Ordinance not be undertaken unts after- he General. Plan is adopted.

In order to mairntai, a balance between residential
and non - residential developmtlns: of the City, the draft
ordinance establishes two categories of Holding Capacities,
one for each. At the reques, DC the Director of Community
Development, both categories of Holding Capacities are
expressed in terms of averag., daily vehicle round trips
( "ADT ") rather than having the Residential Holding
Capacities expressed in term_, of dwelling units and the Non -
Residential Holding Capacities expressed in terms of ADT or
some other factor..
If the draft ordina,,.ce is in a form acceptable to
your Council, the Director cat Community Development will
calculate the ADT for eac1i 1.ind use designation permitted by
the City's existing Land Clse Element (Ordinance § 8.60.060)
and, using these figures, wi:.l determine the Base Capacities
by calculating the total ADT that could be generated by
build -out under the City's existin Land Use Element
