SUBJECT: Request for Film Permit from Disney Studios for Proposed
Filming Project to Take Place April 6, 1990
Pursuant to the City manager finding a "substantial impact" of the
proposed filming activities upon the community, the following report
will describe the scope of work proposed by Disney Studios for filming
on April 6, 1990, between the hours of 6:00 A.M. and 6:00 P.M., and
request City Council approval for said permit. Staff and City Police
have met with the company and discussed the proposed scope of work,
addressing the various impacts of the project on the community. Staff
feels that the community will be impacted by the project because the
scope of work will require intermittent traffic control on major City
traffic circulation routes. After careful consideration of this impact,
staff is recommending approval of the permit upon acceptance by Disney
Studios of the additional attached conditions (Attachment "B"), and
approval by the County Fire Department, City Engineer and City Building
Official.
Background
In the past, any impediment to traffic on major City traffic circulation
routes has been deemed to be considered as a "substantial impact" to the
community. Upon such finding, staff is required to bring the matter
before Council for approval. The proposed project will require
intermittent traffic control on both High Street and Moorpark Avenue,
and will be addressed in more detail in the following section.
Staff has been working with Disney Studios since March 6, 1990, in
coordinating the approval process for the above mentioned film permit
application. After meeting with the production company at the filming

site and addressing safety and other considerations, staff has developed
the attached additional conditions, (Attachment "B"),to be followed in
the event that the Council approves this film application. The film
application is Attachment "A" which describes the scope of work.
At the meeting, traffic and safety matters were addressed, and described
to staff and the Moorpark Police as follows: four scenes will require
traffic control; these scenes are for vehicle shots only, (no dialogue);
each site will require 3 minutes to film each "take"; as many as three
"takes" will be required at each site; one of these locations is
proposed to be located on public right of way, on the sidewalk in front
of the Magnificent Moorpark Melodrama; the remaining three locations
will be filmed on the private property.
Staff has required that all street shots be timed around the Chaparral
School schedule and all requirements imposed by the City deputies at the
scene. Additional deputies may be needed for additional traffic control
and crowd control, and Disney Studios is aware of this.
The location is supposed to resemble Toledo Ohio and to achieve this
atmosphere, Disney Studios may be altering some business signs, and
proposes to remove two palm trees at the filming location. Disney
Studios has been informed of the City's ordinance pertaining to tree
removal, and is aware that any changes to private property requires
property owner approval.
The "base location" is proposed to be on the railroad right of way,
adjacent to Moorpark Avenue near the professional center. Requests have
been made to Southern Pacific Railroad for permission to use this site.
It is clear in the conditions, that additional conditions may be imposed
by the City Engineer, City Building Official and the Fire Department.
Concerns pertaining to these areas include any alterations to the old
bank building, the number of persons to be in the building at any given
time, and any additional traffic mitigation measures as deemed necessary
by the City Engineer.
Recommendation:
That the City Council, after review of additional conditions, approve
the film permit application submitted by Disney Studios contingent upon
the following:
1) Submittal of deposit from Disney Studios in the amount of
$4,433, 72 hours prior to filming;
2) Submittal of detailed description of filming activities inside
the old Santa Barbara Bank building by March 23, 1990;
3) Submittal of proof of insurance as detailed in the attached

conditions by March 23, 1990;
4) Approval of the permit application by the City Engineer, City
Building Official, and Ventura County Fire Department, City
Manager and Cal -Trans;
5) Agreement to comply with the additional conditions outlined
in Attachment "B" of this report, as amended by the Building
Official, City Engineer, Cal -Trans, Ventura County Fire
Department and the City Manager as they deem necessary in the
event that changed circumstances warrant additional or
modified conditions;
6) Agreement by Disney Studios to follow the intent of Ordinance
101, as amended by Ordinance 107, as this Ordinance relates
to the removal of mature trees.
