hundred feet (6001) on ,t least one side, buildings
fronting thereon which are at least fifty per cent (50 %)

Moorpark Road and Spring Ro,id, satisfy the requirements of
this definition.
D. Radar Enforcement
Although the Code allows for* the setting of a 25 MPH speed
limit on High Street as described above, the City could not
use radar in the enforcement of this designation without
a speed study containing findings and recommendations in
support of this speed lim_i' .
E. Speed Study
The City proceeding with the efforts necessary to have a
speed study prepared for certain streets throughout the
City. High Street will be one of the street segments to
be studied.
CONCLUSIONS
PRO: It is possible that lowering the speed limit on High
Street to 25 MPH could have a positive impact in
lowering vehicular speeds in the downtown area.
CON: Radar enforcement w.i1a_ not be possible unless and
until this limit is supported by a speed study.
RECOMMENDED ACTION
Lower the speed limit on High Itreet by adopting the attached
