These projects wou'c es,,entially be mandated unless a) an adequate housing element has beF,n adopted, b) a project is not needed to meet the regional housing pare, and c) a project would have an adverse effect on the public: t -a'th o, safety that is not feasibly mitigable. It would be nearly to meet these findings. While affordable housing is a r tical problem throughout the State, SB 2011 would attempt to solve ,.t p,oL.lem by removing the ability to plan.
