HARE City Treasurer Craig Phillips, Admin'strative Assistant C P March 6,1990 (for CC meeting 3/21/90) Senate Bill 2011 General Plan Housing Element – Discretion Over Approval of Low and Moderate Income Housing Projects ( Senator Greene has introduced a Bill that would remove the discretion to determine conditions for tae levelopment of affordable housing projects. These projects wou'c es,,entially be mandated unless a) an adequate housing element has beF,n adopted, b) a project is not needed to meet the regional housing pare, and c) a project would have an adverse effect on the public: t -a'th o, safety that is not feasibly mitigable. It would be nearly to meet these findings. While affordable housing is a r tical problem throughout the State, SB 2011 would attempt to solve ,.t p,oL.lem by removing the ability to plan.
