SUBJECT: MOORPARK PLAZA SIGN PROGRAM -SANTA BARBARA SAVINGS
Background
On September 18, 1989 Vogue Sign Company submitted a Sign Permit
application for a monument sign at Santa Barbara Savings and Loan,
510 New Los Angeles Avenue. The proposed monument sign face was
six feet high (eight feet above grade) six feet wide and internally
illuminated. The applicant was informed that the size of the sign
would need to be reduced to four feet by six feet and be externally
illuminated. At the time of submittal, the Sign Program for this
center made no provision for any monument signs. On September 6,
1989, the City Council held a public hearing on PD 966 Major
Modification approving a restaurant and bar. Resolution 89-614,
approved on September 20, 1989 superseded resolution 89-266 (which
conditionally approved PD 966) and directed staff to prepare a sign
program prior to any Zoning Clearance issuance. This Resolution
directed the sign program to allow two additional monument signs
to be constructed but set no standards for size, materials, or
colors. The revised Sign program approved on January 16, 1990
allows monument signs to be six feet in height by a maximum length
of twelve feet and thirty two square feet sign area per face.
Discussion
The latest proposal by Vogue Signs on behalf of Santa Barbara
Savings is for a five feet tall, six feet wide sign on a one foot
concrete base bringing the total height to six feet. Staff
believes that there are a number of problems inherent in both the
current proposal and the sign program which should be corrected
before any further permits are issued. A six feet sign is
excessive in height and beyond the need for adequate visibility.

operation in that they do not rely upon the need to pull the
public from the roadway as a function of their business. These
businesses are an identified fixture in the community and their
customers know their location before their trips are made and
usually do not drop by "on impulse" upon seeing a sign. In
addition, Staff has concerns with the amount of copy the Bank may
wish to see on the sign. Larger the sign, the greater is the
interest to provide additional copy. The proposed location of the
sign is on the north side of the building, facing New Los Angeles
Avenue, in a planter approximately fifteen feet wide. This will
make the proposed sign appear to be part of the building rather
than standing on its own. A six feet sign set in an open area will
not have the same impact as a sign placed next to the building.
For an example, the monument sign for the Civic Center is six feet
in height but is located in an open lawn. Placing this sign almost
directly next to a building would not be aesthetically pleasing nor
functionally useful. Althpugh there are other monument signs in
the City of comparable size, each sign should be considered on its
own merits and not to be used as a reason of approval because a
similar sign is in proximity. The current sign program will allow
three monument signs, each six feet, to be placed in close
proximity of each other (the Bank, Wendys and the future Rib Cage).
Also to be considered is that each free standing building has its
own signs on the building face. For example, Santa Barbara Savings
has two signs, each twenty feet long on the north and south side
of the building.
Recommendation
Set this matter for discussion at the Council's meeting of April
4, 1990 and refer it to the Community Development Committee for
recommendation.

These criteria have been established for the purpose of assuring
an outstanding center, and for the mutual benefit of all occupants.

A) DEFINITIONS, SIGN COLORS, LOGOS, AND
LETTER STYLE
1. SIGN: A communication device using words, symbols, banners or
pennants designed to advertise, identify, or convey information.
2. SIGN STRUCTURE: Any device used for the purpose of displaying
or supporting signs.
3: SIGN AREA: The area of a sign enclosed by a frame, trim or
outline of the area within a single continuous perimeter enclosing
the extreme limits of writing or any representation, emblem, or
figure. Where a sign has two or more faces, the area of all faces
shall be included in determining the area of the sign, except that
where two such faces are placed back to back and are at no point
more than 3 feet from one another, the area of the sign shall be
taken as one face.
4. LOGO: A distinctive company signature, trademark or emblem
identified solely with that specific business. For the purposes
of this sign program, 2 types permissible logos will be defined.
These are:
,a) NATIONAL LOGO: A registered trademark or emblem that is
nationally identified with a company and its services. Colors
and letter style may vary, according to the company's national
identity.

b) LOCAL MERCHANT LOGOS: A trademark or emblem that is specifically
identified with a local merchants' business and services. Letter
style and colors will be restricted to those outlined except that
the merchant will be allowed a "name plate" or"logo face" which
provides distinct individual identity for his /her business. The
purpose of this is for identity only, and not for advertising
purposes. Advertising words or phrases such as "the lowest prices
in the known universe", "the best burger in town", or "get 'em
while they last" will not be allowed.

, .\ 5. Tenants without a national trademark or logo shall use following
colors:
a) On the white stucco face of the building: Red Shinkolite A 136
or Blue Shinkolite 326.
b) On the wood face of the building: Green Shinkolite A 345.
c) On the second floor cabinet signs, tenants shall use ivory
colored plastic faces with brown lettering. A color specifically
included in the tenant's DBA or trademark may be allowed within the
logo at the discretion of the building owner.
6. The letter style for tenants
shall be Avante Garde upper or lower case, or combined.

7. The channel letters on the downstairs building fascia (both
wood and stucco faces) shall have 3/4 inch gold trim cap around the
edge of the letters.
8. The neon channel illuminated letters shall have 30 MA light
intensity factor.
9.The internally illuminated upstairs cabinet signs shall have a
43~ slime-line cool-white li9hting intensity factor.

B) FASCIA SIGNS -FIRST FLOOR
1. All tenants identification signs shall be subject to approval
in writing from the landlord. Tenants shall submit 5 copies of
shop drawing, in detail, and sample materials for all proposed
signs. Two signed copies from the landlord shall then be
submitted to the City for all necessary sign permits. The
tenant's proposed sign(s) must be within the sign criteria outlined
herein and drawings must indicate the building elevation to which
the sign is attached, letter size, layout and color, including all
lettering and graphics.
2. Tenants who do not occupy corner suites will be permitted to
install 1 sign on the building fascia utilizing individually
illuminated letters.
3. Tenants occupying a corner of the building or a free standing
building shall be allowed 2 signs. Corner tenants occupying
Moorpark Plaza's main structure must center their frontal sign per
these requirements. The side sign, on inside building corners,
must be centered between the main building and front edge of the
building. The side sign, on, outside building edges, must be
closer than 18 inches to the edge of the building. Freestanding
buildings must place their sign per their architectural site plans .

4. Fascia signs shall be centered over the building arch or
between building pillars (as applicable) in the front of each
tenant space, and as indicated on architectural drawings.
5. Fascia signs shall not exceed a letter height of 18 inches.
Should a tenant desire two rows of lettering, then the combination
shall not exceed 18 inches in height.
6. Fascia signs shall occupy no more than 75% of the space
available for each tenant sign, and shall be centered over the
lease frontage leaving a maximum of 18 inches from each lease line.
7. The tenant shall pay for all signs and their installation a
maintenance. The tenant or his sign contractor shall obtain and
pay for all necessary permits and approvals.
8. The tenant shall be responsible for fulfillment of all
requirements of these criteria.
9. The sign contractor shall repair any damage to any surface
caused by his work.
10. The tenant shall be fully responsible for the operation sign
contractor.
11. Signs shall not cover or obscure any architectural details.
12. The sign shall be limited to tenant's name, logo type, and/or
national trademark. The use of national brand names or national
brand name logos will not be allowed on the sign unless it is
specifically included in the tenant's DBA. Any exceptions to
master sign program are to be approved by the landlord.
13. If a tenant's sign falls into disrepair and/or sign has been
installed without proper City permits, the Building and Safety
Department, the Community Development Department or the landlord
shall serve written notice to refurbish or replace their sign
structure, plastic face, and/or sign illumination within 20 days
from such notice.
14. In the event of a tenant vacancy, should a wall sign be
.removed, all holes shall be repaired and repainted to match
-exterior building color within 5 days from vacating at tenant's
expense.
15. All channel letters exposed to the weather shall be mounted
directly onto the building and shall be neatly sealed in watertight
condition and all bolts, fastening, and clips shall be dipped
galvanized iron, stainless steel, or other non-corrosive materials.
16 Every sign erected shall have its permit number, name of
erector, installation year, when illuminated and the voltage, in
a readily visible location.
C) CABINET SIGNS -SECOND FLOOR
1. Second floor tenants who do not occupy a corner suite shall be
permitted to install 1 sign consisting of internally illuminated
cabinet-type sign.
2. Second floor sign cabinets shall be a maximum of 18 inches high
by 10 inches deep by 10 feet long; and they are to centered between
building columns; in front of each tenant space as indicated on the
architectural drawings.
3. Second floor tenants occupying corner suites may place a second
cabinet sign under that portion of nearest to their suite. This
second sign shall be centered between the exposed glu-lam beams
which support the canopy.

4. All second floor cabinet signs shall be rectangle with rounded
corners and shall have no portions projecting above or beyond this
normal configuration.
5. Second floor cabinet signs shall be single-faced and have the
metal cabinets and moldings painted to match the building.
6. All tenants identification signs shall be subject to approval
in writing from the landlord. Tenants shall submit 5 copies of
shop drawings, in detail, and sample materials for all proposed
signs. Two signed copies from the landlord shall ten be submitted
to the City for all necessary sign permits.
7. The sign will be limited to tenant's name, national trademark
and/or logo type. The use of national brand names or national
brand name logos will not be allowed on the sign unless it is
specifically included in the tenant's OBA. Any exceptions to the
master sign program are to be approved by the landlord.
8. All signs and sign structures as well as the immediate premises
surrounding them, shall be well maintained by the tenant.
9. Illumination must be of uniform intensity and well maintained
for all letters and/or symbols.
10. If a tenant's sign falls into disrepair and/or sign has been
installed without proper City permits, the Building and Safety
Department, the Community Development Department, or the landlord
shall serve written notice to refurbish or replace their sign
structure, plastic face and/or illumination within 20 days from
such notice.
,11. Any required sign wiring must concealed in the architecture of
the building away from pedest~ian view.
12. All cabinet sign exposed to the weather shall be mounted

D) UNDER-CANOPY SIGNS
1. For upstairs and downstairs, tenants shall be permitted to
install 1 double-faced under-canopy sign suspended underneath the
building walkway canopy in front of each tenant space. such signs
shall be 12 inches high and 36 inches long and shall be centered
between building store front and outer edge of canopy. Material
for these signs shall be sandblasted wood type construction with
white lettering.

E) MONUMENT SIGNS
1. Monument signs may be constructed per the approved site plan for
Moorpark Plaza. Three monument signs shall be placed adjacent to
New Los Angeles Avenue in front of each free-standing building.
2. Unless otherwise approved by the Moorpark Planning Department
or City Council, monument signs will externally lit, double faced
signs. Each face with its frame will not exceed 32 square feet in
area. No part of the sign·may exceed 6 feet in height from the
ground to top. The length of the sign may not exceed 12 feet.
The width of the sign may not exceed 18 inches.
3. The concrete mounting base for the monument sign shall not
exceed 18 inches above ground level. The width of the base may
not exceed 18 inches. The length of the base may not exceed 12
feet.
4. Tenants without a logo type or national trademark may use a
white background with red letters as designated in Section A of
this sign program.
5. Light sources for the monument sign shall be hidden from view
to the greatest extent possible.

1. Signs confusing traffic such as one that uses the words "STOP"
or "DANGER" or impair the vision of the operator of a motor
vehicle.
2. Portable, "sandwich" or trailer mounted signs.

4. Signs attached to a building where the sign extends above the
roof line or parapet of the building.

8. Signs constituting a potential traffic hazard; or signs which
simulate or imitate in size, color lettering, or design any traffic
sign or signal as to cause a potential hazard to pedestrian or
vehicle driver.
G) BANNER SIGNS AND TEMPORARY WINDOW SIGNS
1. All banner signs and temporary window signs must adhere to City
standards and be approved by the landlord and the City of Moorpark.
H) TENANT SUITE IDENTIFICATION NUMBERS
1. One tenant suite address identification sign shall be permitted
on the tenant's main door entrance.
2. Address numbers shall be 6 inches high an constructed of reverse
