The attached report from the City Engineer provides the
history and projected cost for adding the bike lanes on
Tierra Rejada Road. As the Council is aware, the City would
need to reimburse UWC for the bike lane costs upon the City's
acceptance of the improvements since these costs are outside
of the construction costs included in the Settlement
Agreement.
The bike lane costs on the south side would be reimbursed to
the City by future payments I..nto the Tierra Rejada /Spring
Road AOC. The costs on the north side would be the City's
responsibility unless the adjacent landowner (Carlsberg) is
conditioned to make these impr,- vement!- or agrees to reimburse
the City.
The City would require Gas Tax Funds or General Funds to fund
the bike lanes on both the north and south sides. The City
could consider not constructing the bike lane on the north
side and wait for Carlsberg t�) install. them as part of its
proposed future development. The actual appropriation of
funds can wait until the City Council considers funding the
balance of its obligation for this project.

STAFF RECOMMENDATION
Concur with the City Engineer's recommendation and defer
actual appropriation of funds until such time as the balance
of the City's funding obligation for the Tierra Rejada Road
Widening Project is considerec' by the Council.

BACKGROUND INFORMATION
Urban West Communities has designed and will construct the realignment of Tierra
Rejada Road east of Spring Road as a condition of development for their West
Village portion of PC -3. After reviewing the attached July 19, 1989 Staff
Report, the Council approved the concept of reimbursing Urban West Communities
for construction of additional paving to provide for unmarked bike lanes. At
that time, the Council directed staff to advise them of the final construction
cost estimates prior to receiving approval to construct the improvements for
reimbursement. The final cost estimates are unchanged from those presented to
the Council in the attached report. The total project cost is still estimated
to be $89,700. It is therefore recommended that the Council approve the
construction of bike lanes by Urban West Communities for reimbursement.

TIERRA REJADA ROAD EAST OF SPRING ROAD
IMPROVEMENT PROJECT
BACKGROUND INFORMATION
This project will provide two travel lanes in each direction
with earthen median.and shoulder areas. All other portions
of Tierra Rejada Road are or will bE= completely paved out
with curb, gutter and sidewalk.:
As a result, the project area wi...l he the only portion of
Tierra Rejada Road without bike lanes between Route 23 and
Los Angeles Avenue. To provide pike lanes, an additional
paveout of five (5) feet w:-ll be rec:,uired on each side of
the roadway.

With the the design nearing completion, it is recommended
that bike lanes be included in the project design to
complete this final link. However, if actual costs are too
high, these bike lanes can be - emcved during construction.
