SUBJECT: Parkway Landscaping
West Side of Moorpark Avenue
High Street to Charles Street
OVERVIEW
This presents for consideration authorization to proceed
with the construction of the subject project.
DISCUSSION
A. Background
The parkway areas on the west side of Moorpark Avenue,
between High Street and the entrance to the Civic Center
complex, are unimproved. These areas have no
landscaping or irrigation improvements. It has been
suggested that these improvements be constructed as one
element of downtown beautification efforts.
B. Community Support
The need for this type of improvement has prompted
certain civic minded groups and individuals to offer
their support for the project. To date, pledges of
support (in the form of either a cash donation or the
provision of some or all of the required plant
materials) has been received from the Women' s
Fortnightly Club and from Moorpark Beautiful.

C. Design
Staff has prepared a design plan and related
specifications for the desired improvements. This plan
provides for the installation of an irrigation system
and the planting of ground cover and shrubs.
The installation of the irrigation system to serve the
parkway landscaping will require boring and/or
trenching across the Civic Center entry driveway to
allow for the connection of this system to the existing
turf irrigation system for the turf area in front of
City Hall.
D. Caltrans Permit
Staff submitted an application to Caltrans last January
for an Encroachment Permit to perform the subject work.
The State Permit was received in mid-March.
E. Proiect Cost Estimate
At the writing of this report, it appears that the plant
materials are to be donated and/or provided at a reduced
cost. The cost of constructing the irrigation system is
expected to be less than $1000. It is anticipated,
therefore, that the majority of the cost for the project
will lie with the required driveway crossings.
The full cost of these improvements is difficult to
predict. [Note: Upon receipt of bids, a more accurate
project cost figure will be made available to the City
Council. ] Staff is, therefore, allowing for a
preliminary cost estimate in the range of approximately
$5, 000. At this level of expenditure, the project can
be administered by staff under the procedures pertaining
to minor public works projects.
F. Proiect Funding
The Fiscal Year 1989/90 Budget for AD 84-2 (Fund 23)
provides funds ($16, 945) for Miscellaneous Landscaping
Improvements. There are funds available in this
appropriation for the construction of this project.

RECOMMENDED ACTION
Authorize staff to proceed with the implementation of the
Moorpark Avenue parkway improvements, in accordance with
procedures for the administration of minor public works
improvement projects.
